- Combined Synopsis/Solicitation For Replacement of Exterior Doors at the Memorial Amphitheater Arlington National Cemetery-Arlington, (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) The solicitation document is issued as a request for proposal (RFP). Submit written proposals on RFP number RFQ W91WAW-09-P-0325. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30, effective 15 January 2009. (IV) The North American Industry Classification System (NAICS) code is 321911 and the size standard is 500 employees. The acquisition will be issued as unrestricted. (V) This combined solicitation/synopsis is for purchase of the following commercial services: This project involves the replacement of three exterior oak doors and frames in the Memorial Amphitheater at Arlington National Cemetery. These doors control access to three prominent areas of the amphitheater. (VI) STATEMENT OF WORK STATEMENT OF WORK Replacement of Exterior Doors at the Memorial Amphitheater Arlington National Cemetery Arlington, Virginia Project Background: This project involves the replacement of three exterior oak doors and frames in the Memorial Amphitheater at Arlington National Cemetery. These doors control access to three prominent areas of the amphitheater: (1). One door is located by the exterior entrance to the public restrooms near the south entrance of the amphitheater. (2). A second door is located to the right of the amphitheater stage. (3). and the third and final exterior door is located to the left side of the amphitheater stage. These three exterior doors have deteriorated beyond repair, restoration or refurbishment. These are the original doors to the structure which was built during the early 1900s and the existing wooden doors and door frames are extremely weathered and dry-rotted. The existing mullions which secure the multi-paned glass, within the doors are very loose and require constant maintenance to hold them together. Additionally, the original door widths are approximately 2-1/2 to 2-3/4 thick. This type of construction adds additional weight on the doors and causes additional stress on the deteriorated door frames and jambs causing the doors to sag. The overall weathering process of the door is attributed to the extreme ultra-violent light exposure on the doors especially the exterior door located at the southern entrance to the amphitheater. The existing interior glass panels and all the existing door hardware requires complete replacement Project Scope of Work: The scope of work for the replacement of the exterior doors will involve the following items of work: The contractor shall furnish and be responsible all labor, materials, supervision, equipment, the development of shop drawings for the fabrication, removal and installation of three exterior doors located at the memorial amphitheater. (1). Contractor is responsible for taking and assuring accurate on site measurements of the existing doors, frames, door jambs and hardware to ensure proper fabrication and installation of new doors and frames. (2). Contractor is responsible for the development of accurate shop drawings for the fabrication new doors, door frames and jambs. The shop drawings and specifications shall be submitted to the cemetery for approval before the actual fabrication process starts. Contractor shall provide samples of wood to be utilized in the fabrication process, finishes, surface treatments, glass panels to be used and samples of door hardware (i.e., handles, hinges, fasteners, and screws). When replacing the hardware the existing locking mechanisms (cylinders) will be use to avoid the replacement of current master keys. (3). Contractor shall provide all materials for the fabrication, finishing and shop priming of the three new exterior wooden doors. The new doors should be fabricated to match the architectural style of the existing doors and frames, to include glass panels and door hardware. Contractor should provide samples of finishes and recommendations on various treatments to prevent or reduce the effects of ultra-violent light exposure and damage to the doors. (4). Prior to transportation of the new doors to the site for installation. The contractor will provide the cemetery the opportunity for a final site inspection at the contractors fabrication facility to inspect the final product. (5). Contractor shall install all doors, frames, hinges and hardware following current industry installation standards. (5). Contractor shall provide a written warranty to the government warranting all materials, fabrication, installation and workmanship. Contractor recommended materials for the maintenance and upkeep of the doors for cleaning and preserving the finishes, and maintaining the new hardware. (VII) Period of Performance (POP): Within 30 days after date of award. (VIII) The provision 52.212-1 -- Instructions to Offerors -- Commercial Items, applies to this acquisition. (IX) The provision at FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (X). The provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items(By Reference), applies to this acquisition, the offeror must submit a completed copy of with its quote. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions (By Reference), applies to this acquisition. (XII) The clause at FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is applies to this acquisition (XIII) The Government intends to award a firm-fixed-price order resulting from this combined synopsis/solicitation.
