Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00189-09-T-N156. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-35 and DFARS Change Notice 2009-0729. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition will be a 100% Small Business Set-Aside; the North American Industry Classification System (NAICS) code is 333512 and the Small Business Standard is 500 employees. The Fleet and Industrial Supply Center, Norfolk Maritime Industrial Division located at the Norfolk Naval Shipyard, Portsmouth, VA requests responses from qualified sources capable of providing: Item 0001) Vertical CNC Bed Mill Qty (1) each includes the following: THIS PURCHASE DESCRIPTION REFLECTS THOSE CHARACTERISTICSWHICH ARE ESSENTIAL TO THE MINIMUM NEEDS OF THE GOVERNMENT. 1.Scope - This specification covers the requirements for a vertical CNC bed type milling machine with a rigid spindle head. 2.Equipment Description - The equipment shall have the following salient characteristics:2.1.CNC control with the following characteristics:2.1.1.Fanuc compatible G-Code programming and shop floor conversational type programming capabilities2.1.2.dedicated color monitor with a diagonal measurement of at least 12"2.1.3.dedicated alpha-numeric keyboard2.1.4.ability to store at least tool geometry and wear offsets, and work offsets both of which are to be called programmatically2.1.5.capability for linear, circular, and helical interpolation2.1.6.background editing, and graphic dry run capabilities2.1.7.both inch and metric modes2.1.8.accept input in increments of 0.0001"2.1.9.on-board self-diagnostics2.1.10.at least 16 MB of random access memory for program storage supported by battery power to retain data in the event of a power outage2.1.11.a memory device with at least 2 GB of storage capacity2.1.12.a feature to provide early detection of a power failure so that it can feed hold the axis motion to prevent damage to the equipment or workpiece from runaway motion2.1.13.coordinate rotation and scaling capability2.1.14.DXF file conversion capability2.1.15.an emergency stop button.2.2.Table size of at least 60" x 16"2.3.T-Slots 5/8" wide with a quantity of at least five 2.4.Table load capacity minimum 2800 lbs2.5.Minimum travels: X-axis 48", Y-axis 24", Z-axis (Quill) 20"2.6.Axes shall be capable of 400 IPM traverse, and cutting federates across a range of at least 0.001 to 250 IPM2.7.Axes shall have servo motors capable of at least 2,000 pounds of thrust2.8.The spindle nose must be able to travel to within 5" of the worktable, and at least as far away as 25" in Z-axis2.9.The spindle centerline must be at least 24" from the face of the column in Y-axis2.10.Spindle taper - CAT-402.11.Spindle speed - variable in a range of at least 60 to 5000 RPM in both clockwise and counterclockwise rotation2.12.The spindle head shall be rigidly fixed in a vertical position and not be capable of rotating2.13.Spindle motor minimum 15HP continuous2.14.Flood coolant system with a reservoir capacity of at least 15 gallons and flow rate of at least 3GPM2.15.Full perimeter machine guarding to keep coolant and chips off of the floor2.16.Steel way covers2.17.Automatic tool changer with a capacity of at least 12 tools and a maximum tool change time of 10 seconds2.18.Tool weight capacity must be at least 15 pounds2.19.Positioning accuracy and repeatability of no greater than 0.0002" in each axis2.20.Utilities - 460 VAC 3 Phase 60Hz 30Amp maximum electricity, and shop air of no more than 5CFM @ 100PSI only2.21.All electrical items shall meet requirements of the current issue of NFPA 792.22.The equipment must be able to fit into a freight elevator that has a depth of 220", width of 108", and height of 100". The machine shall not be disassembled at destination to accomplish this size requirement. It is acceptable if it is the vendor's normal practice of shipping the equipment is less than fully assembled.2.23.The equipment weight must not exceed 9,500 pounds2.24.Shipping shall be F.O.B. destination, Norfolk Naval Shipyard, Portsmouth, VA 237093.Accessories3.1.The following minimum CAT-40 tooling requirement shall be supplied with the equipment3.1.1.Two 3/8" solid end mill holders3.1.2.Two 1/2" solid end mill holders3.1.3.One 5/8" solid end mill holder3.1.4.One 3/4" solid end mill holder3.1.5.One 1" solid end mill holder3.1.6.One 1/2" keyless drill chuck with holder3.1.7.Six collet chuck holders with the following collets3.1.7.1.One 1/4"3.1.7.2.Two 3/8"3.1.7.3.Two 1/2"3.1.7.4.One 5/8"3.1.7.5.One 3/4"3.1.7.6.One 1"3.1.8.Collet chuck wrench3.1.9.Set-up fixture for Cat-40 holders3.1.10.Fourteen retention knobs4.Training4.1.The vendor shall supply specialized training of at least 3 full day duration for at least 5 students at the Norfolk Naval Shipyard. The training shall include, but not be restricted to, setup, operation, programming, care of the subject equipment. U.S. citizenship is a requirement for the instructor.5.Technical Manuals5.1.A complete set of technical manuals covering operation, service and maintenance, and part listing shall be provided with each piece of equipment.6.Quality Assurance Provisions6.1.Inspection and acceptance of the supplies, performed at destination by Code 981 and shall consist of type and kind; condition; operability, if readily determinable.6.2.[Intentionally left blank]7.Preservation, Packaging And Packing7.1.The equipment shall be packaged, packed and preserved for shipment to reach ultimate destination undamaged. Package shall be prominently marked "NOT FOR OUTSIDE STORAGE". Yellow packaging, packing, preservation and marking are prohibited.7.2.The equipment shall be shipped palletized for ease of off-loading by fork lift truck. The Government shall be made aware in advance of any special lifting instructions.7.3.The weight of the equipment shall be prominently and conspicuously displayed in pounds.7.4.The contractor shall notify NNSY at least five (5) working days in advance to schedule a delivery date for the equipment. Desired delivery is 9 weeks ARO. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The anticipated contract will be firm fixed-price. The Government will award a contract resulting from this solicitation to the lowest priced, technically acceptable offer. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (invoking 52.219-6, 52.222-3, 52.222-19, 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.232-33). Quoters are reminded to include a completed copy of 52.212-3 and it's ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (invoking 252.225-7036); DFAR 252.225-7001 Buy American Act and Balance of Payment Program; DFAR 252.232-7003, Electronic Submission of Payment Requests; requests for payments must be submitted electronically through the Wide Area Workflow System at https://wawf.eb.mil, and at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Contractors are asked to submit their TAX ID number DUNS number and CAGE code with their proposal. Contractors' representatives must be United States citizens. Representatives are to provide the NNSY Security Office proof of U.S. citizenship (i.e. DHS I-9 FORM. "Employee Eligibility Verification Form"). The I-9 is based on presentation of appropriate documentation that both verifies the employee's eligibility for employment and denotes his citizenship status. NOTE:(1)The I-9 must be provided before a badge will be issued for unclassified contract work, for access to the shipyard.(2)If the contract requires access to classified material, a visit request identifying the employee's clearance status may suffice depending on the employee's status within the JPAS database.(3)In the case of contractor truck drivers, knowing some are owner operators, if they are carrying proof of citizenship they can be issued a badge for access to drop off/pick up material.(4)If the truck driver does not have sufficient documentation and the sponsor is willing to escort the driver to/from the desired location, a by-escort badge may be issued.
