Description
Past Performance Task Order SOW RFP (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Offers are being requested. See the attachment entitled “RFP DOL099RP20767” for the solicitation document. This RFP is using the CASCADE SET-ASIDE approach: This is a best value procurement in accordance with FAR 15.101, entitled “Best value continuum.” Best value will be considered in the context of the Small Business Cascading Evaluation Preference. (1) Any award(s) resulting from this solicitation will be made using the following cascade set-aside order of precedence: (a) Tier 1- In accordance with FAR 19.5, any award under this solicitation will be made on a competitive basis first to a small business concern, provided that there is adequate competition among such firms. (b) Tier 2- If there is inadequate competition for award under the first tier, award will be made on the basis of full and open competition considering all offers submitted by responsible business concerns. (2) Adequate competition shall be deemed to exist if- (a) At least two competitive offers are received from responsible business concerns at the tier under consideration; and (b) Award will be made at fair market prices as determined in accordance with FAR 19.202-6. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the government, price and other factors considered. Offers submitting proposals under "Tier 1" must comply with FAR 52.219-14, entitled “Limitations on Subcontracting.” (ii) This solicitation is issued as a Request for Proposals (RFP) under RFP Number DOL099RP20767. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-34. (iv) This solicitation is being issued under Full and Open Competition, under NAICS 541211 (SBA Size Standard: $8,500,000.00). (v) See “SECTION B.1 – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT” for a detailed description of the services being procured. (vi) Description of requirements for the services to be acquired: USDOL/ILAB/OCFT seeks to enter into Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Firm-Fixed Price services with professional auditors familiar with U.S. federal regulations to conduct attestation engagements of USDOL Grantees in accordance with applicable American Institute of Certified Public Accountants (AICPA) (vii) See the attachment entitled “RFP DOL099RP20767” for the provision at 52.212-1, Instructions to Offerors-Commerical Items, which applies to this acquisition. (viii.) See the attachment entitled “RFP DOL099RP20767”, Section E for additional solicitation provisions and evaluation criteria. (ix) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items applies to this acquisition. See the attachment entitled “RFP DOL099RP20767”, Section C. for contract clauses which apply to this acquisition. (x) Proposals must be submitted no later than 1:00 PM, EST, September 3, 2009. See the attachment entitled “RFP DOL099RP20764” for additional details. ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL TO stevens.william@DOL.GOV, AND MUST BE RECEIVED NO LATER THAN 12:00 noon EST August 26, 2009. QUESTIONS NOT SUBMITTED IN WRITING, OR SUBMITTED AFTER THE DUE DATE WILL NOT BE ACCEPTED.
