Combined Synopsis/Solicitation One-Year Subscription for the Chief Information Officer (CIO) Executive Board Request for Quotation (RFQ): W91WAW-09-T-0135 1.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2.The solicitation document is issued as a Request-for-Quotation (RFQ). Submit written quotations on RFQ number W91WAW-09-T-0135. 3.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30, effective 15 January 2009. 4.The North American Industry Classification System (NAICS) code is 813910 and the size standard is $7.0M. The acquisition is Unrestricted (Full-and-Open Competition). The Government intends to award a Firm-Fixed-Price (FFP) contract resulting from this combined synopsis/solicitation. 5.This combined synopsis/solicitation is to purchase the following commercial service: "Membership Subscription for the Chief Information Officer (CIO) Executive Board. The CIO Executive Board Membership subscription must include the following: (1) Access to strategic, case-study based research to senior information-based technology executives from leading corporations worldwide; (2) Access to recent research publications pertaining to strategic Information Technology (IT) initiatives; (3) Access to recent research briefings pertaining to IT challenges facing CIOs across the Government and Private Industry; (4) Access to teleconferences pertaining to IT management implementation tools used by leading CIO organizations; (5) Access to best practice research on practical approaches to strategic problems facing CIOs and their organizations. Contractors shall provide the unit price for the requirement listed below: CLIN 0001: CIO Executive Board Membership Subscription CLIN 1001: CIO Executive Board Membership Subscription CLIN 2001: CIO Executive Board Membership Subscription CLIN 3001: CIO Executive Board Membership Subscription 6.Performance Work Statement (PWS): PWS PART 1 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform technical and analytical support as defined in this Performance Work Statement except as Specified in section C-3 as government furnished property and services for the Office of the Deputy CIO/Assistant Secretary of Defense for Networks and Information Integration (ASD (NII)). The contractor shall perform to the standards in this contract. 1.2 Background: The DoD CIO was established by the Clinger-Cohen Act, 1996, and the Federal CIO Council was established by Executive Order 13011, Federal Information Technology, in 1996. The CIO Executive Board of the Corporate Executive Board is an inter-organizational forum for CIOs nationwide in private and government sectors. By maintaining active relationships with its members, the CIO Executive Board is able to produce relevant and useful studies that have impact and meaning to its members. 1.3Objectives: (1) Support the activities to conduct studies; (2) Produce reports that are current and relevant to the business and technical needs of CIOs across organization, industry and sector lines. 1.4Scope: The contractor shall provide studies and reports relevant to the responsibilities of the DoD CIO. Services include the following: (1) Provide technical and analytical support for CIO Executive Board members to include conferences, meetings, briefings and services on its website; (2) Conduct studies and produce reports that are current and relevant to the business and technical needs of CIOs across organization, industry and sector lines. 1.5Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and three option years. 1.6 General Information 1.6.1 Government Remedies: The contracting officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items or 52.246-4, Inspection of Services-Fixed Price for contractors failure to perform satisfactory services or failure to correct non-conforming services. 1.6.2 Recognized Holidays: The contractor is not required to perform services on these Holidays: New Years DayLabor Day Martin Luther King Jr.s BirthdayColumbus Day Presidents DayVeterans Day Memorial DayThanksgiving Day Independence DayChristmas Day 1.6.3 Hours of Operation/Place of Performance: Work will be performed at the contractor facility. 1.6.4 Type of Contract: The government anticipates award of a Firm-Fixed-Price (FFP) contract. 1.6.5 Security Requirements: This project is Unclassified. 1.6.6 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.6.7 Contracting Officer Representative (COR): The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. 1.6.8 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. 1.6.9 Identification of Contractor Employees: N/A. This requirement is for membership services only. PWS PART 2 DEFINITIONS & ACRONYMS PWS Performance Work Statement Contracting Officers Representative (COR): A representative from the requiring activity assigned by the Contracting Officer to perform surveillance and to act as liaison to the contractor CCE Contracting Center of Excellence Defective Service. A service output that does not meet the standard of performance associated with it in the Performance Work Statement. Quality Control. Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS. Quality Assurance. Those actions taken by the government to assure services meet the requirements of the Performance Work Statement. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
