Description
SOF Survival, Support and Equipment Systems requirement for a Tactical Combat Casualty Care, Group Level Casualty Evacuation (CASEVAC) Kits and Modules. Special Notice: The United States Special Operations Command (USSOCOM) and Program Manager-SOF Survival Support and Equipment Systems (PM-SOF SSES) will be conducting Industry Days October 20 - 22, 2009 in support of the Tactical Combat Casualty Care (TCCC) requirement. The meetings will be conducted at Natick Soldier Systems Center in Natick Massachusetts. This Industry event will be an informative meeting for Prime Integrators and Manufacturers that can produce, kit, deliver and sustain items in support of the TCCC. The Program Office requests Manufacturers and Prime Integrators to present their product and capabilities for demonstration for potential inclusion into the Special Operations Forces (SOF) Casualty Evacuation (CASEVAC) system as outlined in the draft Performance Work Statement (see attachment). There are no fees, however access is limited to those who can prove technical expertise by presenting a written brief overview describing the capabilities of your company or product. Vendors are required to complete a registration form and receive confirmation from the point of contact via e-mail in order to participate. The focus of this event is to assist with strategic market analysis of products and technologies that may be applicable to our military operating environments and missions at remote, forward deployed locations on land and ships The USSOCOM staff and subject matter experts will be available for one-on-one discussions during the 3 day period. Vendors must sign up for a one-on-one session, time is limited to 30 minute durations to maximize the use of each day. These one-on-one sessions must be scheduled with the PMO point of contact no later than October 16, 2009. Special Operations Medics and Force Modernization experts will be available on the floor of the Community Center throughout all three days to answer questions about the current utilization and application of equipment in the battlespace. The SOF TCCC Kit, CASEVAC System will be used for access, rescue, evacuation and stabilization of casualties. The system will be capable of use with SOF peculiar mobility platforms and indigenous vehicles, ground and air. The SOF CASEVAC System includes four kits with distinct capabilities and performance parameters: Extraction, Mobility, Transport and Sustainment. Together the CASEVAC System provides the soldier the capability to extract, move and sustain a casualty in austere conditions. It is desired that kits will have a modular design in order to support deployment in whole or in part to allow man-portable/man-packable subsets available to fit into small and limited spaces on SOF mobility vehicles. Independent items of medical and non-medical equipment will have to be National Stock Numbered (NSN) when appropriate and will be certified in accordance with commercial standards. This synopsis is an announcement for the TCCC Program, CASEVAC Set requirement and Industry Day. This notice shall not be construed as a Request for Proposal or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. USSOCOM will post and update information in accordance with the Federal Acquisition Regulation (FAR) to FedBizOpps after finalization of the acquisition documents. A draft performance work statement along with a tentative acquisition program schedule is attached. Submitted material solutions need to be suitable for use in extreme environmental and operating conditions. Following the Industry Day, the Government plans to update the performance specification and develop a Request For Proposal (RFP) to industry to propose for a five year indefinite delivery/indefinite quantity contract in order to meet the TCCC CASEVAC requirements. The Government intends to negotiate a Firm Fixed Commercial Off-The-Shelf, multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with Firm Fixed Price Line items, with one (1) five-year ordering period. The Government reserves the right to make awards to multiple offerors. The NAICS code for this effort is 423450, the SIC code is 5047, the FSC is 6545. Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. Information on the CCR may be obtained at http://www.ccr.gov/.
