Description
Amendment 0001 to replace announcement description to: The Atlantic Oceanographic Meteorological Laboratory (AOML) in Miami, FL intends to acquire a SBE911 plus Conductivity, Temperature and Depth (CTDs) instrument. Salient Characteristics The CTD must produce profiles of ocean temperature, salinity, and density at the highest possible absolute accurancy and high resolution sampling (around 24 Hz), The CTD must be able to interface temperature sensors that are both accurate and fast. The absolute resistance of the thermistor at the ice point should only change by about 1 ohm/mK. Additionally, it should have a drift of no more than.001 °C. in six months and have a response time of about.010 seconds and a measurement range of -5 to +35 °C. The conductivity sensor mu be electrically isolcate to elminite any possibility of noice and corrosion cuased by ground loops. It should have measurement range of 0.0 to 7.0 Siemens/meter (S/m) and a resolution of.0004 S/m. Also, it must be equipped with a pump that is constantly providing a flow of water to the temperature and conductivity sensors so that they measure the same water. Equipped with a quarts pressure sensor and housing rated from 0 to 10,000 psia. The resolution of the pressure sensure must be 0.0001% of full and have a typical stability of.018% of full scale per year. The CTD must be able to interface to SBE's conductivitity, temperature, dissolved oxygen sensors and pumps, and be able t interface to a SBE 11plus V2 Deck Unit. The CTS must be equipped with eight 12 bit A/D channels and a built-in NMEA 0183 interface to merge real-time GPS data with the CTD data. AOML has three SPB911 plus CTD's and two SBE 11plus V2 Deck units and a fleet of 41 sensors that only interface to the SBE911 plus. The SBE911 plus CTS is the only instrument that meets the above specification and can interface to the 41 existing sensors. The government knows of no other company able to supply this type of instrument besides Sea-Bird. Only the Seabird CTD will meet planned scientific data collection goals. Firms who believe they have a product that will meet all the requirements specified herein, including form fit, and function, and delivery must furnish detailed information concerning their capability to provide the supply and satisfy the Government's needs. Along with descriptive literature on the equipment being offered must be provided. In addition shall include name, telephone number and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Sea-Bird Electronics, Inc. through the commercial acquisition process. The Central Region Administrative Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN).
