- Notice of Intent: The Mission and Installation Contracting Command (MICC), Directorate of Contracting (DOC), Fort Leavenworth, KS intends to negotiate and award a sole-source, contract to SWMG Productions, INC. DBA-NFOCUS Software, 6245 N 24th Parkway, Phoenix, AZ 85016. The required work is to increase capabilities provided by the Combined Arms Training Strategy (CATS) Tool to the end user. Collective and Individual Tasks associated with Army Units are integrated and organized in the CATS. The basis for restricting competition is the Department of Army Software License Agreement entered into with NFOCUS to provide proprietary software. The license authorizes use of the software in object code format and does not grant any right to source code. The US Army Digital Training Mgt System (DTMS)is built on NFOCUS Trax Solutions software. The estimated dollar value of the procurement is not to exceed $500,000.00. The contract type will be a single award firm fixed price. The North American Industry Classification System Code (NAICS) for the procurement is 541511-Custom Computer Programming Services, the small business size standard is $25,000,000.00. NFOCUS is a classified as a small business for this NAICS code. In accordance with 41 U.S.C. 253(c)(1), and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.. This notice shall satisfy the requirements of FAR Part 5. This is a notice of intent to award a sole source procurement and is not a request for competitive proposals. A solicitation will not be issued. Qualified and responsible contractors that can demonstrate their firms ability to provide an equivalent service including pricing and rationale are encouraged to submit a capability statement. Firms shall indicate whether or not they are a small business for NAICS code 541511.Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with a sole source negotiation. Responses are to be submitted ONLY by e-mail or fax. Responses are limited to five standard 8 x 11 pages, not including the cover, minimum font 10 pt. The cover page shall state: Project Title CATS Tool, Company Name, Point of Contact telephone and e-mail. The e-mail subject line shall state CATS Tool. This notice does not obligate the government to award a contract nor does it obligate to government to pay for any proposal preparation costs. Prospective offerors must be registered in CCR at http://www.ccr. Capability Statements are due no later than August 24th, 2009, 2:00 P.M. CDT and are to be sent to Marie ODonnell, Contracting Officer at marie.odonnell@us.army.mil or Fax to 913-684-1610. Questions regarding this notice will be accepted until August 19th, 2009, 2:00 P.M. CDT and are to be sent via e-mail to the Contracting Officer.
