Description
This is a notice of intent and not a request for quotations. The National Institute on Drug Abuse on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), has a requirement for a continuation of services an informatics tools for evaluation of the grants portfolio. NINDS recently funded a research categorization tool that uses Topic Modeling to perform text-based categorization of NIH grants, and a large scale graphing algorithm to display these them on a map organized spatially into their best-fit categories. This interactive tool is available to the public at http://www.nihmaps.org/, and has been funded via a contract to the University of Southern California (HHSN271200900244P). The Institute seeks to continue the development of this tool by continuing the research and development work by USC, and in addition to secure hosting services for public display of the topic mapping results within the framework of the USC network environment. USC is well suited to this work because of its expertise and intimate familiarity with the methods and limitations of this approach, and with the previously initiated analyses that are of great importance to the success of this project. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI1214571 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan A.
