Description
Professional Support The Centers for Disease Control and Prevention (CDC) intends to procure the following services. This RFQ is a total small business set-aside. The Government anticipates awarding a contract to the offeror whose proposal is the most advantageous to the Government (lowest price). Offerors' price proposal will be evaluated to determine price reasonableness. Prices that are excessively high or low will be considered unrealistic and unreasonable by the Contracting Officer will receive no further consideration. CDC reserves the right to award the contract to an offeror who may not be the lowest technically acceptable price proposal if it is determined by the Contracting Officer that the lowest price proposals are determined to be non-responsive. Based on the budget plan and in accordance with the terms and conditions of this RFQ the contract will be awarded to that offeror whose price, is in conformance to the RFQ, and offers the lowest price to the Government. Specific tasks to be performed are as follows: See attached statement of work 2009-Q-70113. The following instructions establish the acceptable minimum requirements for the format of proposals. The offeror's price proposal is required to describe how they plan to manage the requirement. Information on how the proposed planning meeting and conference is to be organized, staffed, and managed. This information must demonstrate an understanding of important events or tasks and their management including a list of personnel assigned to work directly on the conference, and a brief description of their relevant experience and qualification. The contractor must also provide the number of hours the contractor estimates each person listed will work on the project. The prices will be evaluated according to soundness, practicality, reasonableness and feasibility of the applicant's staffing and management labor hours for this contract. The attached statement of work lists the line items, which indicate the stage of the conference, that apply to the contract Planning Meeting and Conference Implementation. A detailed cost proposal must include these following components: Labor, ODC's/Materials and Sponsored Travelers. Award will be made without discussions/negotiations. Offeror's are advised to submit their quotes in the best favorable terms to the government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The best way to complete this certification is to download the FAR Clauses (Volume II) at http://www.arnet.gov/far, print out the clause 52.212-3, Offeror Representation and Certification, and fill in the appropriate blanks. Proposals are due on or before 12:00pm Noon EST, on August 12, 2009. The proposal must be signed by an official authorized to bind your organization. You must submit two original copies of your proposal to Centers for Disease Control and Prevention, Procurement and Grants Office, 2920 Brandywine Road Room 3724.01 Atlanta GA 30341; Attn: Matthew Ellington - Solicitation No. 2009-Q-70113. Offerors are requested to submit proposals, to the maximum extent possible, on high grade white paper which can be recycled. Facsimile proposals are not authorized.
