Description
This publication serves as notice of intent to procure supplies from the VPI Acquisition Co, LLC for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Ship Rainier for a replacment HW boiler #2. BACKGROUND AND INTENT The existing #2 boiler is original equipment to the vessel dating from 1967 and has many problems relating to the age of the boiler such as air leakage into the boiler casing which causes inefficient combustion, limits the firing level to less than the needed requirement to operate the distilling plant, and requires frequent maintenance. It is intended that boiler #2 be replaced with the same model boiler as was purchased to replace boiler #1 in 2005. Having both boilers that same simplifies maintenance and spare parts support and makes operation easier. REFERENCES VAPOWER Boiler Drawing No. 40506107; MNC-5951-VHK-25-S, Liquid Phase Heater VAPOWER Boiler Drawing No. 40660019; Boiler Assembly for MNC-5951-VHK-25-S VAPOWER Technical Instruction Manual for MNC-5951-VHK-25-S, Liquid Phase Heater Figure 1 - Picture of new #1 boiler front end Figure 2 - Picture of new #1 boiler back end DETAILED DESCRIPTION Fabricate, test and provide a new liquid phase boiler with the following characteristics:  Model No. # MNC-5933-AHK-25, Marine type hot water recirculating boiler  1,975,000 BTU / hr output  330 psi, 400 degree F design pressure and temperature  275 psi, 360 degree F expected operating conditions  No. 2 fuel oil fired burner  Fuel Metering Valve Stem assembly part number 45011802 (to provide sufficient low fire capability during light loads pier side)  Main power - 440 VAC 3PH 60CY  Control Power - 120 VAC 1PH 60CY  49320086 VAPOR Relay Module  49320090 VAPOR Expanded Annunciator Delivery completed boiler to the following shipping address: NOAA Warehouse building 33 7600 Sandpoint Way NE Seattle, WA 98102 Provide all technical data including technical manuals (two copies), test data, and parts lists. New boilers shall be constructed, assembled and finished the same as the boiler which was delivered to NOAA by VAPOWER in 2005. TESTS / INSPECTIONS / REPORTS Accomplish hydrostatic pressure tests, electrical tests, and operational tests to verify the new boiler is functional and ready for installation / service upon delivery and installation in vessel. Provide a report including data and records of tests performed at factory. The government intends to negotiate a frim-fixed price contract. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of this synopsis will be considered by the government.
