Description
This publication serves as notice of intent to procure supplies for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with ELMA Electronic, Inc. The government intends to acquire the supplies under the authority of FAR Part 13, 106.1. The government intends to issue a fixed price purchase order to ELMA Electronic, Inc. for CompactPCI accessories/spares for the Configurable Access Module (CAM) of the Automated Aircraft Mission Planning System (AAMPS). Designed and developed for airborne atmospheric research applications, the CAM is a computer data acquisition system that is unique to NOAA AOC. The CAM prototype development uses a specific hardware and software component. The success of its production version relies heavily on the prototype design. It is vital to the system reliability to utilize the same hardware and software components that were selected during the initial development of the CAM system. The components are: Filler panels: 6U x 4HP filler panel (CPCI card cage) P/N: 66-544-86; GE Fanuc I/O transition module (6U size, IDE: 2.54mm) P/N: CTM12211; and ARINC 429 Board; Model-A429-PMC-8T8R, P/N: A429-PMC-8T8R. The model and part-number for the requested components have been researched and they have been tested and proven as the overall best choice for the CAM. ELMA Electronic, Inc. is the only vendor that can provide the model and part-number for the requested components. This is a small purchase acquisition over $25,000.00. The delivery of the CompactPCI accessories/spares is required within 30 calendar days from the date of award. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register, all offerors must have a Dun & Bradstreet Number.
