Description
The National Park Service intends to install a new Gasoline Fuel Distributing System at Everglades National Park in accordance with the Statement of Work. We have issued a Request for Quotation (RFQ # #Q5292099979) for a Firm-Fixed Price contract to provide all labor, equipment, tools, materials and supervision necessary to complete the project. Work to be completed at Everglades National Park, 40001 State Road 9336, Homestead, FL, 33034. The anticipated period of performance for the resulting contract is 120 calendar days from the notice to proceed. All work will be performed under a single contract. All work shall be accomplished in accordance with the specifications and drawings provided with the RFQ documents posted on this site. This RFQ will be issued electronically, on the Department of Interiors National Business Center (NBC) web site, at http://ideasec.nbc.gov or at www.fbo.gov on or about August 20, 2009, with a response date of August 31, 2009. No paper copies will be issued. Prospective offerors desiring to conduct business with DOI should register at the National Business Center. Proposal documents will be made available in the Microsoft Word, HTML and Adobe PDF. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideas.nbc.gov. This service is provided for convenience only and does not serve as a guarantee notification. Subscribers to this service are ultimately responsible for reviewing http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. Any contractor interested in obtaining a contract award with the National Park Service must be registered at www.ccr.gov and http://orca.bpn.gov. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. All responsible sources may submit a quote, which if submitted in a timely manner, will be considered. The Government reserves the right to cancel this solicitation. This Announcement does not constitute the solicitation. SCOPE OF WORK Replace Fuel Distribution SystemPR: 5291-09-9979Acct # 5292-9002-MHM Contract for Everglades National Park Project: Replace Gas Boy with new fuel system software and fuel dispensing units. Description: The work consists of replacing existing Gas Boy system with new updated system. Contractor shall provide costs itemizing labor and materials and provide services for removal of existing systems and installation of new the new systems as stipulated in this Scope of Work. There are three locations for which there will be one remote and one dispensing unit at two sites, (Gulf Coast Ranger Station and Key Largo Ranger Station). The third location will need one remote, four dispensing unites, and computer software at Pine Island Maintenance area. The remotes that will be installed at three locations should be programmed to accept GSA fleet cards and programmable keys. Location: Everglades National Park, 40001 State Road 9336 Homestead, Florida 33034. Quality Assurance: A construction permit is not required; however, the contractor shall be experienced with the installation and programming of this fuel system. Upon completion of work contractor will train Park staff on trouble shooting, normal day to day operation, and programming of system. Submittals: Contractor shall provide electrical and shop drawings of the three locations listed above. Products: Fuel SystemManufacturer:Fuel Master Style:AFSS Construction Program Requirements: Construction shall be scheduled and preformed as outlined below.1.Contractor shall give park twenty four hour notice of any outages that may occur during the removal of old system and the installation of new. Contractor should have minimal to no down time on fuel usage while work is in progress.2.Contractor shall leave all old material and equipment at each site. Park will be responsible for disposing of material and equipment.3.Contractor will be responsible for disposing of any new construction material or debris that has been brought in to install new system. 4.Contractor will be responsible for the cleanliness of the work area. 5.Contractor will be responsible for barricading the immediate work area. Execution: The three areas listed above shall be closed to the public. Operations, however, shall be conducted to allow for NPS inspection. Construction work shall be scheduled only during the hours of 7 AM to 3:30 PM Monday through Friday. Existing tank appetencies not scheduled for work shall remain undisturbed. Any damage that does occur to any feature not scheduled for work shall be returned to the pre-contract condition at no additional expense to the Government. Field verify all new and existing dimensions affecting work before ordering products. Any discrepancies shall be brought to the attention of the Contracting Officer before work is to be performed. Any work that is performed without notifying the Contracting Officer will be done at the contractor's own expense. A designated NPS representative will serve on site as the Contracting Officer's Technical Representative with the regional office providing technical support.
