Description
Justification for Selection Requirement for Multi Angle Absorption Photometer The U.S. Dept. of Commerce, NOAA, Air Resources Laboratory, plans to negotiate in accordance with FAR 6.302-1, with Thermo Environmental Instruments, Inc., to provide one (1) Model 5012 Multi Angle Absorption Photometer (MAA); one (1) Heated Sampline Tube, 3m; one (1) Pump with STAS-3 connector for direct connection to Model 5012 instrument; one (1) PM2.5 Sharp cut cyclone and PM10 inlet; one (1) FH107 US Roof Flange. The requirements are for a fully automated aerosol sensor for the measurement of black, or elemental, carbon in the rural-remote atmosphere. The detector must trap the sampled aerosols on a quartz or glass fiber filter ans simultaneously measure transmitted and reflected radiation on that filter to accurately measure elemental carbon. In addition the instrument must provide excellent linear response; use long-life optics and detectors; run unattended for long periods of time with minimal user input; automatically correct readings for variations in temperature and pressure; correct for aerosol scattering effects; provide continuous data, time averaged over user-selectable intervals of 2-30 minutes; detect as little as 20 ng m/-3 of black carbon over a 30 minute interval; provide for onboard storage of one year's worth of 30 minute average data. This notice of intent is not a request for competive proposals. However, all proposals received by closing date will be considered by the Government. A determination by the Government to not competed this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide the required instrumentation. This announcement constitutes the only solicitation. No written solicitation will be issued.
