- 1. Position Title: Deputy Health Team Leader and Health Systems Strengthening Advisor. 2. Market Value: GS-13 Equivalent ($70,615 - $91,801). Final compensation will be based upon the candidate past salary history and work experience. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract with option for three one year contract periods depending on continuance of need, availability of funds, and demonstrated performance. 5. The Deputy Health Team Leader and Health Systems Strengthening Advisor position requires a US citizen offshore or resident or TCN expert in health systems strengthening to serve as deputy subteam leader for the Infectious Disease and Health Systems Strengthening technical team under the Health Subteam within the USAID/Uganda Strategic Objective 8 Investing in People Team. 6. Education: A graduate degree in a relevant discipline such as health communication, public health, social science or other field related to international development and/or public health. 7. Technical Experience and Skills: Minimum of seven years of progressively responsible experience working in health systems strengthening, including human resources in developing counties. Africa experience is preferred. Minimum of five years of progressively responsible experience providing effective oversight of program activities and budgets. Strong technical skills in providing technical support and capacity building for health systems strengthening, including but not limited to human resources for health in developing countries. Demonstrated in-depth knowledge of state of the art approaches to strengthen health systems and human resources in development countries, both in the public and private sector. Extensive familiarity with USG policies and requirements, including PEPFAR, preferred but not required. Demonstrated experience working collaboratively with senior managerial and technical host-country counterparts, donors, and other stakeholders at national and decentralized levels. 8. Teamwork and Interpersonal Skills: Demonstrated strong interpersonal skills and ability to work in a multi-cultural setting. Demonstrated ability to work in a team. Demonstrated ability to take on leadership in a technical area and in a team. Demonstrated experience working closely with government decision makers and program managers at central and decentralized levels in a developing country. 9. Language, Communication and Computer Skills: Strong written and verbal communication skills: Must be fluent in English, FSI Level 4, and have proven ability to communicate quickly, clearly, and concisely in both speech and writing; Excellent writing skills must include ability to produce and edit documents in a timely manner; Able to facilitate meetings and make logical and persuasive oral presentations to senior officials and partners in a multi-cultural context, and Strong computer skills able to produce concise, clear reports and utilize word processing, spreadsheet and database programs. Introduction: USAID Uganda seeks to hire a US citizen offshore or resident or a TCN Deputy Health Subteam Leader and Health Systems Strengthening Advisor to serve as the deputy subteam leader for the Infectious Disease and Health Strengthening technical team under the Health Subteam within the Uganda Mission’s SO8; providing management and supervision to a team of five professional focusing on PMI, health systems, supply chain management, neglected tropical diseases and avian influenza, provide strategic direction, technical guidance and administrative expertise to the SO8’s health systems strengthening efforts and linkages to the USAID Mission as a whole, other USG agencies, the GOU, and donor and other Implementing Partners (IPs); work closely with other team members supporting key health systems including supply chain management and management information systems; work with partners in the GOU, including the Ministries of Finance, Health, and Education and Sports, the Public Service Commission, USG Agencies including the Centers for Disease Control and the State Department, donors, and implementing partners to achieve the intended Mission and SO8 results particularly in health systems strengthening. The Deputy Health Team Leader and Health Systems Strengthening Advisor shall specifically: 1. Leadership and Management: Provide strategic leadership and oversight to a US$50M portfolio; Ensure activities support and are appropriately integrated with SO8 and larger Mission activities; Ensure subteam activities are accurately represented and reflected in Mission operational plans, portfolio reviews, pipelines analysis, etc.; Provide effective support supervision to a team of five. 2. Technical Guidance: Provide technical leadership on health systems strengthening and human resources management issues to include but not limited to: Providing leadership for a strong national response; Understanding the Uganda sociopolitical landscape; Prioritizing and tailoring responses to changing dynamics; Setting ambitious but realistic goals, activities, and targets for the improvement of systems; and Using data to guide HIV/AIDS health strengthening efforts. Provide supervision, management and mentoring to a team of five in program management, focusing on PMI, health systems, supply chain management, neglected tropical diseases, and avian influenza. 3. Project Management: Serve as USAID’s Contracting Officer Technical Representative (COTR) and/or Activity Manager for bilateral and field supported health systems strengthening and human resources management activities. 4. Collaboration: Work in close collaboration with SO8 Team members on issues and with other Mission initiatives to achieve the goals, objectives, and results of SO8 and the Mission at large, including improvement of health systems and human resources; Provide senior strategic technical advice for, and prepare portions of planning and budget documents, such as the operational plans, semi-annual, and annual progress reports, and participate in the interagency working groups. 5. Donor/GOU relationship: Represent the USG on relevant GOU and Ministry of Health working groups and other fora; Collaborate and coordinate with the MOH, donors, and other relevant partners on health systems strengthening and human resources management to ensure technical and programmatic synergy; Perform other duties as assigned or required. 6. The Deputy Health Team Leader and Health Systems Strengthening Advisor shall be supervised by the Health subteam Leader or designee.
