Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35. (iii) This solicitation is a total small business set-aside, NAICS 334310, Audio and Video Equipment Manufacturing, with a small business size standard of 750 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. Fort Necessity National Battlefield, Farmington, PA 15437 has a requirement/need for thirty (30) museum audio receivers. EQUIPMENT REQUIREMENTS: The receivers will serve as listening devices in museum exhibits. The receivers will be used by school groups, organized groups, foreign language visitors, and people with hearing loss. No audio file design or production is included in this project. The audio files will be produced by the staff at Fort Necessity or are already available. The audio files are wave files. The contractor shall supply thirty (30) museum audio receivers that meet or exceed the following performance characteristics: (1)The wands must be durable for repeated public use.(2)The wands must have the capacity to fully function for at least two (2) hours of continuous play without battery re-charging.(3)The wands must have sufficient storage capacity for at least four (4) hours of digital audio content.(4)The contractor shall supply all hardware and software necessary to operate the wand system, inclusive of transmitters, neck-loop/t-coils, identifier/triggers, and battery charging units for each wand.(5)The wands must either be new or refurbished.(6)The contractor shall provide a three-year warranty on the audio wands, including batteries.(7)The wands shall be capable of synchronization with other audio and video programs for future uses. Please refer to attached SOW for further details and requirements. (v) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful delivery, installation, and acceptance. (vi) SCHEDULE: Equipment must be delivered FOB Destination, no later than November 15, 2009. Installation of audio files must be completed 30 days following the Government providing the audio files to the contractor. (vii)LOCATION: National Road Interpretive and Education Center at Fort Necessity National Battlefield, Farmington, PA 15437. (viii)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding purchase order without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (ix) DOCUMENTS TO BE INCLUDED IN QUOTE: Detailed item description, detailed specifications and options, applicable warranty information, support parts and service locations, three (3) references of proposed equipment delivered within the past three years (preferably being used in similar applications), name, phone number, and address of your point of contact. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. (x) FAR provisions/clauses listed below apply. (xi) The official combined synopsis/solicitation is posted at http://ideasec.nbc.gov. In order to receive the award, vendor must be registered at http://www.ccr.gov and https://orca.bpn.gov/. Be prepared with your company's DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and your Federal Tax Identification Number (TIN). Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation. Scope of WorkFort Necessity National BattlefieldMuseum Quality Audio Receivers and Maintenance Agreement BackgroundThe main contact station at Fort Necessity National Battlefield is the Fort Necessity/National Road Interpretive and Education Center (Education Center). This Education Center has 4,500 square feet of exhibit space. The audio programs in the museum exhibits at the Education Center are difficult to hear when large groups are in the exhibits. The exhibits do not have assisted listening devices for visitors with hearing or vision loss. The new system specified here will serve all the above audiences. In the Education Center exhibits there are seven visitor activated audio programs, one visitor activated 3-minute video, and one motion activated audio program. Additionally there are three programs where the audio is synchronized with a light display: two are visitor activated and one is motion activated. When several of these programs are going at the same time it gets very noisy and difficult to hear due to poor acoustic design, and proximity and adjacency issues. The 20 minute film in the theater has audio description. Nothing else in the visitor center does. This audio description from the movie would be added to the system used in the exhibits and the current system for the movie eliminated. The park would like to solve these problems, and provide assisted listening devices, by purchasing hand held audio receivers that play stored digital files. Audio receivers offer flexibility and can be used by school groups, other organized groups, foreign language visitors and people with hearing and vision loss, thus making the exhibits more accessible, engaging and educational. Project DetailsThe contractor is not responsible for producing the audio files-they will be provided by the Government. The park will produce the audio files for installation and completion of the project by December 15, 2009. In addition to the already produced audio files that are part of the exhibit, the park will produce specific audio files for guided group tours. It will also seek to produce audio description for the blind and foreign language tours. All the audio files have not been developed. That will be done this summer and fall.
