- 11. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED Due to the circumstances described below, this activity will acquire under a new firm-fixed-price contract the following using Other Than Full and Open Competition (OTF&OC) procedures: a. Source: Johnson Controls, Inc Suite 100 1350 Northmeadow Pkwy. Roswell, GA 30076 b. Pegasus-2000 Security Management System c. In support of in-depth security of the Software Support Facility. d. Type Requirements: Air Force e. Special Features: One-Time Buy 111. DESCRIPTION OF THE SUPPLIES/SERVICES REOUIRED TO MEET THE AGENCY'S NEEDS Under the contemplated contract, Johnson Controls, Inc. will provide the following components/services to integrate the Pegasus-2000 Security Management System into the existing Pegasus-2000 system which will support the newly constructed Software Support Facility. 1 Johnson Controls Pegasus-2000 Security Management System Specifications (abbreviated): JCI CK72 1 -A Controllers ReaderKPD, Proximity, POW Motion Detectors, DEX Readers, PROX4000, Gray SMS Option, P2K, 128 Reader Battery, 12V17AMP HR Battery Bracket Kit Cabinet, Expansion, Large Reader INTFC, 2 Reader DVR, 16 Camera, 1.2TB, 48FPS Dome Control PTZ DVN Software, Site Manager SMS Option, P2K, DVR 1 AV Sally Port Power Supply (Continued on Next Page) 12x1 2x4 HW Sally Port Enclosure Motion Detectors, REX Camclosure WDR Daymight PTZ Keyboards 19" CCTV Monitor Flat Screen 24 VAC, 50VA TRAN Lockable Rolling Rack Power Distribution Sally Port Devices / Indicator Panel Motion Detector Cover Plates Spectra IV HD EndRnd D/N 3 5X 10A 16 Out Breaker PS Monitor Wall Mount 1440VA 980 Watt UPS-APC 1500RM2U Ditek 16 Channel Surge Protector CCTV Coaxial Jumpers Included Features (abbreviated): Access control software/devices and CCTV capability to monitor circulation control and provide visual management of personnel both inside and outside of the facility. F.O.B. Johnson Controls, Inc. - Roswell, GA Delivery: System Installation will begin within 10- 12 Weeks IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION 10 U.S.C. 2304(c)(l) as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfjl Agency Requirements. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIOUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) a. Johnson Controls, Inc. is the only responsible source and no other source will satisfy the 402d Software Maintenance Group security requirements. The Pegasus 2000 Security Management System is a Johnson Controls proprietary software system presently providing security of building 227,230 and 640. Buildings 227 and 230 will connect to the new Software Support Facility, creating one main complex, therefore it is more cost effective to purchase and install the existing Johnson Controls, Inc system in this facility rather than replacing the entire system in all three facilities to make them compatible. Although Johnson Controls, Inc is not the only supplier of Security Management Systems, they are the only supplier able to deliver a fully integrated product to meet the existing ixlfi.astructure needs which are vital to securing the Software Support Facility. Furthermore, Johnson Controls Inc, will not warranty any products if others provide and install software/equipment to interface with existing system. The Johnson Controls Security Management System will interface with the existing securitv management svstem and provide for all the control and monitoring functions required within the facility. Johnson Controls Inc. is the onlv source able to meet this critical need. VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE This requirement will be synopsized on the Federal Business Opportunities web page citing conditions which preclude F&OC. VII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKETRESEARCHWANSO T CONDUCTED A market survey was not conducted by the 402 Software Maintenance Group because the security management system required to protect the Software Support Facility already exists in the facilities that will be integrated into the Software Support Facility. Vendors would not be able to meet the necessary specifications because of the proprietary software system already in use. VIII. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION This particular product is a proprietary software system that is already in use within the organization and must be integrated into the construction of the new Sohare Support Facility. IX. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEOUENT ACOUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfiy the government's requirements. Where possible, the government will make future requirement descriptions suitable for full and open competition. However the government possesses neither the data to offer other potential bidders nor to qualify the design or production of any bidder. This precludes acquisition from alternate sources.
