- The National Park Service has identified a requirement to provide vegetation maps and associated products of four Pacifica Island Network parks, Hawaii. The solicitation will be issued electronically on the Department of Interiors (DOI) National Business Center (NBC) web site at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Interested contractors desiring to conduct business with DOI are requested to register at the web site. Contractors wishing to receive electronic notification of changes will need to register to receive notification of changes to this specific solicitation. The service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the web site for all information relevant to this solicitation. Plan holders will be required to visit this web site periodically to check for amendments and other changes to the procurement documents. No other notifications will be sent. This procurement is limited competition amongst five (5) firms. However, if you feel that your firm meets the capability requirements as stated in the solicitation, then submit your proposal. The North American Industry Classification System (NAICS) code is 541370. The small business size standard is $4.5M. A firm fixed price contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and is considered most advantageous to the government, technical factors and cost or price considered. PROJECT DESCRIPTION: The anticipated work includes, but is not limited to the following: The work completed under this contract will provide vegetation maps and associated products for four Pacific Island Network parks: Haleakala National Park (HALE), Hawaii Volcanoes National Park (HAVO), Kalaupapa National Historical Park (KALA), and National Park of American Samoa (NPSA). An option is to also map the Ala Kahakai Historic Trail (ALKA), if funding allows. The vegetation maps will comply with the NPS National Vegetation Mapping Program guidelines. This scope of work presents a comprehensive package that incorporates existing and future efforts needed to create USGS-NPS Vegetation Mapping Program products for the Pacific Island Network (PACN) of National Park Units. The total mapping area is approximately 423,284 acres, with the ALKA option of an additional 2,180 acres. Work is anticipated through 5 federal fiscal years (FY10 - FY14). The contractor selected for this project will coordinate all non-fieldwork aspects of the mapping including imagery interpretation, creating the GIS layers, mapping accuracy assessment, compiling the necessary components for the final reports and working with, and hiring other sub-contactors as needed. NPS staff and cooperators will conduct all formal field work associated with the project in coordination with the contractor, although the contractor is expected to complete some field reconnaissance to facilitate the mapping process. The contractor will work with NatureServe and PACN to apply National Vegetation Classification lists of vegetation community types as mapping units. EVALUATION FACTORS The criteria for best value is based on the past experience and technical ability of key personnel to perform work to the highest protocol standards. The ability of the Contractor to work in a timely and professional manner is essential. A) Technical Approach: Technical approach is the basic outline of procedures that balance the need for spatially extensive and temporally intensive information with the logistical and financial constraints of limited budgets and large landscapes.B) Relevant Past Experience: Experience is the direct participation in comparable projects. Provide relevant experience for comparable projects over the last three years. Knowledge and experience with the NPS Vegetation mapping program standards, products, and level of mapping details is desirable. Experience in mapping to the Alliance and Association levels of the National Vegetation Classification System is desirable. Experience with meeting scoping, field sampling, field mapping, and formal accuracy assessments in rural and remote NPS locations, and a demonstrated ability to assemble ecological and GIS layers into final products meeting the published standards of the NPS Vegetation Inventory program is desirable.C) Key Personnel: The contractor has the knowledge, skills and ability to produce a vegetation map and accompanying report including the ability to coordinate the project, conduct on-site vegetation map data collection, and assure adherence to NPS guidelines. The contractor has a proven track record for producing high-quality maps and written reports and is knowledgeable about vegetation mapping in the Pacific Island region.D) Price: The Government will evaluate the reasonableness of the price in relation to the evaluation factors listed above from the offerors. All evaluation factors other than price, when combined are significantly more important than price. In the event that the source selection panel has determined that one or more offeror is equal after considering all evaluation factors other than price, then price will be the determining factor for award.
