- This publication serves as notice of intent to procure services from the University of California, San Diego for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service to provide provide instrumentation (HARP) and logistic support for new year-round cetacean monitoring effort at Wake Atoll. BACKGROUND Acoustic recordings provide an efficient means to monitor for the presence of marine mammals. The goal of this contract is to continue collaborative research on developing acoustic techniques for census of cetaceans in the central Pacific. With support from PIFSC, the Hildebrand lab at Scripps Institution of Oceanography has collected broadband acoustic data at Palmyra Atoll (50 51.882' N, 1620 09.362' W), at Ladd Seamount (280 36.801' N, 1760 42.098' W), and at Cross Seamount (180 43.325' N, 1580 15.230' W). At Palmyra Atoll the Scripps group has also conducted visual surveys for marine mammals using the Nature Conservancy field station and associated small vessel as a platform for operations. The results of each of these studies have been quite informative with regard to cetacean occurrence, seasonality, and diel behavior, as well as providing valuable information on cetacean habitat when combined with satellite oceanographic data. The government intends to negotiate a frim-fixed price contract with a performance period from 9/1/2009 to 8/31/2010. This notice of intent is not a request for competitive proposals.
