THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute’s (NHLBI) Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to the University of Wisconsin System 21 N Park Street, STE 6401, Madison, WI 53715-1218 to add sample for additional 560 completes for the current pilot physicians web-based survey for the Social and Behavioral Research Branch within the National Human Genome Research Institute (NHGRI). General Description: The Social and Behavioral Branch within the National Human Genome Research Institute (NHGRI) needs to increase the sample size for an estimated additional 560 completed surveys to the national survey (ongoing pilot physician’s web-based survey). The purpose of the national survey in Phase III of the study is to gain an understanding of physician’s knowledge of human genetic variation and how they interpret and apply race, ethnicity, and human genetic variation in their clinical decision-making. This national survey will provide new information in four content areas: (1) health professional’s scientific knowledge of human genetic variation; (2) health professionals’ beliefs about biologic and genetic differences based upon their patient’s race and ethnicity; (3) health professionals’ use of race and ethnicity in their clinical decision-making; and (4) data on the role of genomics in clinical practice and patients’ use of direct consumer genetic testing. The University of Wisconsin Survey Center (UWSC) conducted the Bonham lab’s pilot of the HP GENE survey for the Physicians’ Understanding of Human Genetic Variation (PUHGV) project and established a scale to measure the four areas listed above for which the national survey will provide new information. The NHGRI has a need to increase the sample size for the web survey of physicians. The UWSC investigators will conduct a national survey of general internists using the HP GENE survey instrument. The period of performance is August 15, 2009 through August 14, 2010. The reference number for this notice is NHLBI-PB-(HG)-2009-263-RD. The resultant acquisition will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP) and the resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-34, July 31, 2009. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000. The sole source determination is based upon the fact that the UWSC conducted the Bonham Lab’s pilot of the HP GENE survey for the Physician’s Understanding of Human Genetic Variation (PUHGV) project in 2009. Therefore, the UWSC is the only known source that is currently able to assist the NHGRI in this survey effort at this time. An award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The North American Classification (NAICS) code applicable to this requirement is 541990 and the associated small business size standard is $7.0 Million. This notice of intent is not a request for competitive proposals. The resulting acquisition will be entered into pursuant to the acquisition authority set forth in FAR 6.302-1 and 41 U.S.C. 252©(1) and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
