Description
This publication serves as notice of intent to procure services from the University of California, Berkeley for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service to provide assistance in the develpoment of a database and data cube to support recovery planning for California"s federally threatened and endangered salmon and steelhead. BACKGROUND: Over the last few years, BWC/LBNL have been developing a novel database schema and On-line Analytical Processing (OLAP) data cube to support watershed data mining and analysis by scientists. Initially data cubes were developed for commercial needs like tracking sales of merchandise and financial data. Data cubes enable data mining and browsing. Simple aggregations (sum, min, or max) can be pre-computed. Additional calculations (e.g. variance or units conversions) can be computed dynamically. Hierarchies for simple filtering provide drilldown capability into each dimension. A data cube is constructed from a relational database and can be queried using the specialized query language Multidimensional Expressions (MDX). LBNL manages versioning (and other collection attributes), and data quality assessments as well. Client tool integration is evolving, Excel PivotTables allow simple data viewing and BWC/LBNL have enabled more powerful analysis and plotting using Matlab and statistics software. Overall, data cubes provide a means of generating summary reports describing the data from a high level perspective which is essential to researchers looking for data to address a particular synthesis question. For recovery planning, the data cube will allow dimensional evaluations of habitat relationships within and across watersheds to more accurately characterize the functionality of streams for salmon (e.g., the relationship between canopy cover and stream temperature). As part of a Berkeley Water Center project funded by Microsoft, BWC/LBNL have already incorporated USGS discharge and NOAA NCDC precipitation data into a California Watersheds data cube. BWC/LBNL have also incorporated stream temperature data supplied by NMFS contractors, Sonoma Ecology Center. This data cube has been utilized to analyze data for a series of demonstration projects, several for NMFS recovery planning. In several months the Microsoft contract will end. Additional data has been recently forthcoming and requires ingest into the database to assure a complete database and datacube for CCC coho salmon ESU recovery analysis. The government intends to negotiate a frim-fixed price contract with a performance period from 9/1/2009 to9/30/2010. This notice of intent is not a request for competitive proposals.
