Description
Past Performance Pricing SOW RFP (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Offers are being requested. See the attachment entitled “RFP DOL099RP20764” for the solicitation document. (ii) This solicitation is issued as a Request for Proposals (RFP) under RFP Number DOL099RP20764. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-34. (iv) This solicitation is being issued under Full and Open Competition, under NAICS 541620 (SBA Size Standard: $7,000,000.00). (v) See “SECTION B.1 – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT” for a detailed description of the services being procured. (vi) Description of requirements for the services to be acquired: USDOL/ILAB/OCFT seeks to enter into a firm fixed-price contract with an organization that can provide the services of highly skilled professionals to develop a framework/set of criteria; conduct background research and produce a bibliography; produce a compendium; carry out stakeholder consultations/meetings; and provide training to USDOL staff. (vii) See the attachment entitled “RFP DOL099RP20764” for the provision at 52.212-1, Instructions to Offerors-Commerical Items, which applies to this acquisition. (viii.) See the attachment entitled “RFP DOL099RP20764”, Section E for additional solicitation provisions and evaluation criteria. (ix) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items applies to this acquisition. See the attachment entitled “RFP DOL099RP20764”, Section C. for contract clauses which apply to this acquisition. (x) Proposals must be submitted no later than 3:00 PM, EST, September 3, 2009. See the attachment entitled “RFP DOL099RP20764” for additional details. ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL TO stevens.william@DOL.GOV, AND MUST BE RECEIVED NO LATER THAN 12:00 noon EST August 26, 2009. QUESTIONS NOT SUBMITTED IN WRITING, OR SUBMITTED AFTER THE DUE DATE WILL NOT BE ACCEPTED.
