Description
This presolicitation is for the purpose of posting a solicitation. A synopsis is exempt based on FAR 5.202 (a) (13). WRALC intends to issue a contract to develop and qualify a replacement for the obsolete 3298-800 Variable Attenuator that is used in the Ku and X band Microwave Signal Conditioners (MSC), on the APQ-170 Aircraft Radar Test System (ARATS). A form, fit and functional replacement will be developed and qualified for functional and environmental testing of the APQ-170 Multi-Mode Radar. Once the replacement Variable Attenuator is certified for use in the MSC, the Defense Logistics Agency (DLA) will be able to procure them on a seperate contract. The APQ-170 contractor depot will then be able to repair the "F" condition MSC's that are in supply. The APQ-170 contractor depot will benefit by having more spare MSCs in supply, supporting aircraft availability with fully functional radar systems to perform the Special Operations Forces (SOF) missions. The proposed contract action is for services for which the Government intends to solicite and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon resonses to this notice is solely within the discretion of the Government. Information recieved will normally be considered for the purpose of determining whether to conduct a competitive procurement.
