Description
RESPONSES TO QUESTIONS RECEIVED FROM VENDORS - CONVERTED CONEXES 1. Confirmation of quantity and delivery location REPONSE: The units will be accepted at the contractors location and shipped by the Department of Defense as follows: 2 EACH to Takrit, Iraq and 10 EACH to Bagram, Afghanistan 2. Does the converted conexes require insulation? RESPONSE: Yes. 3. What does this interior finish entail? RESPONSE: The interior finish can be wood paneling or sheet rock. 4. Do you want the container to framed on the interior with roll insulation and then topped with a plywood liner covering the insulation/frame? RESPONSE: Yes 5. And then would want the interior painted? If yes, what color? RESPONSE: No painting is necessary if there is wood paneling, White paint if sheetrock. 6. A typical container is 20L x 8W x 86 H exterior dimensions. Interior dims are 196L x 79 W x 76 H. Your requirement says 20L x 8W x 8H. Would a typical container be okay? RESPONSE: Yes 7. Regarding exterior finish, please advise what is required as this is not specific. RESPONSE: Paint, not specific color. Existing container painted. If metal skin is applied, then painted. 8. Typical container side panels are 14 gauge. I presume that this is not a problem as the requirement states 15 gauge? RESPONSE: It is our understanding the standard is 16 gauge for conex. If it is a standard conex built to ISO/ANSI standards then side panels are acceptable as manufactured. 9. The solicitation calls for doors and windows, but does not specify how many or where they are required on the container. RESPONSE: 1 door and 3 windows minimum (3 x 3 feet or nearest metric equivalent). Location can be two on the side with the door and one on the end. More than 3 is acceptable. Such as, two on each side with one on the end (presumably opposite end from the HVAC unit). The door must be a hollow metal door of a minimum size of 3-0 wide by 6-8 high by 1-3/4 thick (or nearest metric equivalent). 10. Regarding the 3 point locking system, please advise details of this lock mechanism. Or is this simply 3 individual locks? Are they to be dead bolt type? RESPONSE: Locking system standard door latches that lock deadbolt is acceptable. 3 point isnt required if a standard door handle with lock and dead bolt is installed. 11. Regarding the hydraulic door closure, please advise if this is a standard door closer affixed to the door frame and door to automatically close the door after the door has been opened? RESPONSE: Yes, standard door closure. 11. Will the receiving locations have a fork lift capable of unloading the containers from a flatbed trailer? RESPONSE: Yes, but delivery is FOB Origin. Vendor must load on trailer at source. 12. We would be using Ozturk Container in Izmir to modify new built ISO 20' containers. We were wondering if there are specifications available to insure that the containers are converted to meet all of your requirements. RESPONSE: Must be able to certify built to NEC (National Electrical Code). 13. If I am reading this right, we would have to include the delivery to Afghanistan and Balad? RESPONSE: No, we will coordinate a Government Bill of Lading/Commercial Bill of Lading. 14. Need clarification on the 3 point locking system for the door? Do these units need to be insulated, if so what R-value? RESPONSE: Please see Question 10 above. R-11 min 15. The HVAC system call for 18K BTU. Is that cooling? How many KW heat? RESPONSE: The HVAC system cooling and heating 18K BTU. 16. Is this a single phase electrical system? RESPONSE: Single phase, 60 Hz. 17. Do all external modification need to be recessed so as not to protrude past exterior of container for standard shipping, or will these be Government shipped special. RESPONSE: Not recessed. 18. Are these to be new or used units? RESPONSE: Refurbished units are acceptable as long as they are wind and water tight. 19. Screened Horizontal Sliders, please explain. RESPONSE: Slide open windows w/screens. 20. Finally, Drip rail gutter over door, please describe for clarity. RESPONSE: So water doesnt run into the door way. 21. I assume you just want the security bars on the exterior of the windows. RESPONSE: Yes 22. I assume Mini blinds for each window RESPONSE: Yes 23. Do you want 16 gauge steel siding on the entire exterior of the unit? RESPONSE: Yes, 16 gauge is standard siding. 24. Are additional receptacles being requested other than the plug for the HVAC system? RESPONSE: Yes. 4-8 ea 110 volt receptacles. And wired in accordance with National NFPA 70 National Electric Code (NEC) 2008 25. Standard containers are 86 in height is this acceptable to the end user? RESPONSE: Yes 26. Since the quote is FOB origin and the units are destined for overseas, does the end user prefer West or East coast for production? RESPONSE: No preference. 27. There is a request for an external phone and data junction box. Do you require internal phone, data and electrical outlets to be included as well? If so how many of each? RESPONSE: Yes, minimum, one internal phone port, 1 data port (prefer 2) and 4-6 electrical outlets. 28. Any other special instructions regarding design characteristics? RESPONSE: Lighting shall be fluorescent light fixtures, each with 2 bulbs of 40 Watts, 120 Volts. **REMINDER** THIS REQUIREMENT IS SET-ASIDE FOR U.S. HUBZONE CERTIFIED SMALL BUSINESSES.
