Description
The purpose of this modification to the previous synopsis is to provide the Draft MK 48 RFP and instructions for requesting the partial Technical Data Package (TDP) as Government Furnished Information (GFI). A DRAFT RFP (N00024-09-R-6214) and related attachments is now available and may be downloaded directly to interested companies/individuals' workstations by accessing the following address via the internet site or URL: http://www.neco.navy.mil. No paper copies of the Draft RFP will be issued. Sections L and M will only be released with the final RFP. The Navy has established an Electronic Technical Information Center (E-TIC) to serve as the repository for unclassified technical information related to the MK48 Mod 7 Upgrade Kit program. Companies/individuals will be authorized access to this repository on a "need-to-know and appropriate security clearance" basis. In order to gain access to the unclassified E-TIC, prospective offerors must have a valid PKI Certificate either on their computer or with their CAC Card. Offeror's need to First fill out an Access Request at the following link https://www.aimtc.npt.nuwc.navy.mil/request.asp, and provide the information for the required fields (* - indicates required field). The following fields must be completed as follows: the 'branch' or 'code' supported is "PMS404", the 'Navy Sponsor POC' is "Darlene Cooper", the 'Navy Sponsor Code' is "PMS404", the 'justification for your need to know' is "Prospective Offeror for the MK48 Mod 7 Upgrade Kit Competition" and "IQ-9 E-TIC MK 48 MOD 7 Upgrade Kit" is the area for which an Offeror has a 'need to know'. Then make sure to hit the SEND button at the bottom of the page. Offerors will receive an "AIMTC Request under consideration" notice, and then an AIMTC User Account Information email with login and password. This explains that if using a CAC card then offerors don't have to change password, if offerors are using a soft PKI Certification, passwords will need to be changed. Once an account has been established prospective offerors can access the e-TIC via the Access by Tools menu and selecting AIMTC IQ9 or directly at: https://aimtciq9.aimtc.npt.nuwc.navy.mil/ A Non Disclosure Agreement (NDA) is provided as an attachment to this synopsis modification. In order to gain access to the unclassified e-TIC and to receive the classified component through postal mail companies/individuals must complete the attached NDA and return as a PDF to Ms. Darlene Cooper at darlene.cooper@navy.mil and submit one PDF copy of the NDA to Ms. Stacy McQuage at stacy.m.mcquage@navy.mil. Assuming the associated forms and documentation required for access to the technical documentation is approved, companies/individuals will be granted access to the technical documentation upon receipt of the completed NDA. Information contained in the Navy's Electronic Technical Information Center (E-TIC) under the heading "IQ-9 E-TIC MK 48 MOD 7 Upgrade Kit Competition" is for the sole purpose of bidding on the MK48 Mod 7 Upgrade Kit Competition and no information therein shall be disclosed for any other purpose. Note that any updates to the documents in E-TIC will be announced via an automated system generated email sent to registered users of E-TIC. It is the interested parties' responsibility to gain access to E-TIC and regularly visit this site for updates. Companies/individuals who are interested in access to Classified portions of the Technical Data Package for the MK 48 Torpedo Upgrade Kits must submit a written request to the Naval Sea Systems Command POC, Stacy McQuage at 202-781-2246; fax number is 202-781-4654, email stacy.m.mcquage@navy.mil (cc Renee.brooks@navy.mil). The written request must include data on the company facility and specific individual(s) requiring access as follows: facility security clearance level, issuing government agency, and expiration date; facility security office phone/fax numbers; facility storage level, cage code, and complete destination address. Offeror personnel for whom you are requesting access to classified data: full name; security clearance level, issuing government agency, and expiration date; date of birth; and city/state. Upon verification and approval, a classified CD will be mailed to the offeror. The Government will consider all comments received. The Government does not commit to providing a response to any comment or questions. All such questions should be received in writing by 4pm EST 27 August 2009 to allow the Navy adequate time to assess industry comments. The subsequent revision to the RFP based on comments received remains solely at the Government's discretion.
