Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE TO CONTRACTORS UNDER THE DESIGN-BUILD/DESIGN-BID BUILD GENERAL MULTIPLE AWARD CONSTRUCTION CONTRACT (GMACC) FOR NEW CONSTRUCTION, RENOVATIONS, ALTERATION, AND REPAIR PROJECTS FOR FACILITIES IN THE HAMPTON ROADS AREA, VIRGINIA. CONTRACT NUMBERS: N40085-09-D-5019, 5020, 5021, 5022, 5023, 5026, 5027, 5033, 5034. This is a Best Value Source Selection solicitation for the RM211-08, Design/Build Modernize Central HVAC Plant, Naval Supply Activity, Norfolk, Virginia. The contractor will provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation required to perform the work described in the specifications. The purpose of this contract is to renovate and upgrade the existing building systems in Building SC-1 and provide new distribution piping from the chilled water plant and hot water plant to Buildings SC-4 and SC-400. Building SC-1 is approximately 135,000 SF and the building's systems shall be replaced in phases (approximately fourteen phases). The rest of the building not under construction shall remain operational during construction including all building systems. Because of this requirement there will be an extreme amount of coordination required and temporary connections and controls between existing and new systems. Furthermore, a temporary chiller plant and boiler plant will be required during the mechanical room renovation. This will be a complex project to accomplish in phases because the existing mechanical systems in the building are two-pipe fan coils and the building is being converted to four pipe fan coils. Prior to moving to the next phase of the project the phase of the project under construction shall be complete and useable. Prior to any construction, the building systems for the entire building will be fully designed with an emphasis on phasing. Item 0001 (Base Price) is to provide the entire work complete in accordance with the drawings and specifications, but not including the work indicated or specified to be provided under any Option Item. The following options are included: Item 0002, Option 1 Provision of all work for Wing D; Item 0003, Option 2 Provision of all work for Wing B; Item 0004, Option 3 Provision of all work for Wing A; Item 0005, Option 4 Provision of all work for Wing C; Item 0006, Option 5 Provision of all work for Wing E; Item 0007, Option 6 Provision of all work for the Auditorium. The following price line items will be funded by the American Recovery and Reinvestment Act (ARRA): Items 0001, 0002, 0003, 0004, 0005, and 0006. Item 0007 will not be funded by American Recovery and Reinvestment Act (ARRA). The contract budget amount for this project, including the options, is $18,200,000. The Request for Proposal (RFP) will be issued on or about 07 August 2009. Tentative date/time for submission of proposals will be on or about 22 September 2009, 2:00 PM (EST).
