Description
This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of all socioeconomic small business groups capable to perform the requirement indicated in the attached description of services. The National Institute of Standards and Technology (NIST) has a requirement for processing and disposal services for Low Level Radioactive Waste (LLRW). The proposed acquisition strategy for this requirement is for a firm fixed-price order for a period of five months from date of award. The information requested by this announcement will be used within NIST to facilitate decision making and will not be disclosed outside the agency. This is not a Request for Proposals. No Solicitation is currently available, and no unsolicited proposals will be entertained as a result of this notice. The North American Industry Classification System (NAICS) Code is 562211. The size standard is $12.5. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above. At a minimum, responses should include company name and address, size of business, point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past five (5) years under which the interested party has performed the same or similar work. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the National Institute of Standards and Technology (NIST) and will not be returned. Responses are requested by August 12, 2009 and should include a point of contact, phone number, fax number and email address. Interested parties capable of performing this requirement should send email to Cheryl Coxen at cheryl.coxen@nist.gov. PROCESS AND DISPOSAL OF RADIOACTIVE WASTE Background The National Institute of Standards and Technology (NIST) has a requirement for processing and disposal services for Low Level Radioactive Waste (LLRW). Scope The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified) to perform this requirement. Task Requirements The Contractor shall provide services for disposal of Low Level Radioactive Waste (LLRW) as follows: a. The Contractor shall provide processing volume reduction, shipping and burial document preparation, transport to burial, and burial. All of the LLRW in this shipment conforms to 10CFR61.55 Class A limits. All of the LLRW in this shipment conforms to acceptance criteria for the suggested methods of waste processing. The Contractor shall choose the method of waste processing. NIST has a U.S. Nuclear Regulatory Commission "Materials License". NIST is authorized to possess by product material in any chemical and/or physical form. The Contractor shall make the appropriate arrangements and provide a Shipping Agent at the NIST site to certify any shipment made into other states. The Contractor shall be required to adhere to all applicable federal, state and local regulations pertaining to the shipment, processing, and burial of radioactive materials. All radioactive waste will be properly characterized, packaged and prepared for shipment from NIST by NIST Health Physics personnel. NIST will separately mark and segregate each category of LLRW. The waste will be transported in a single shipment, which will conform to DOT Sub Type "LSA-II". The exact date of shipment shall be as mutually agreed upon by the Contractor and NIST, but shall take place within forty-five days after award. b. The quantities and units of measure for disposal of the LLRW are: 1. Processing and Disposal Bulk DAW, palletized & shrink-wrapped ventilation system air filters for Compaction or Incineration, all filters < 0.1 mR/hr contact, approx. 400 pounds, 1 lot. 2. Processing and Disposal of DAW, Drums for Compaction, approx. 5,000 pounds, 1 lot. 3. Processing and Disposal of Aqueous Liquids for Incineration, 4 x 55-gal drums, avg. 450 lbs gross per drum, each drum < 5 mR/hr contact, approx. 1,800 pounds, 1 lot. 4. Processing and Disposal of Dewatered Bead Resin (900mR/hr maximum contact; 40 mR/hr maximum at 1 meter; 6 Cubic Feet inside a single 55-gal. drum) for Compaction, 304 pounds gross weight, 1 lot. 5. Shipping Agent/Broker Fee, 1 lot. 6. Transportation of Flatbed, 1 lot. 7. Sealand Container Rental, 1 lot. 8. Oil Bin Rental, 1 lot. 9. Driver and Flatbed Detention, approx. 5 hours, 1 lot. The quantities above are approximate measures; in no instance shall the quantity exceed 150 percent of those stated. The Contractor shall provide processing and disposal for shipment of the types of LLRW identified above loaded inside enclosed container(s).
