- Description
- The National Cancer Institute (NCI), Laboratory of Pathology (LP), plans to procure on a sole source basis the brand name an Aperio Scanscope XT system with hardware implementation and TMALab II Tissue Micro Array Analysis from Aperio Technologies, Inc.; 1360 Park Center Drive; Vista, CA 92081. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority FAR 13.501 to use simplified acquisition procedures for commercial items. The North American Industry Classification System code for this acquisition is 334516 and the business size standard is 500 employees. The Genetics Branch of the Center for Cancer Research at the NCI is engaged in the study of cancer genetics. Analysis of genetic alteration is an integral technique to the function of the Genetics Branch. The NCI plans to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression. The salient characteristics for the required system are as follows: 1. Total scanning of entire microscope slides with a 20x objective, unaided; 2.Digitization of images and web-enabled storage of the images linked to large, custom databases; 3. Robotic arms that allow for 120 slides to be imaged at a time without user-input; 4. Capability to handle imaging and archiving tissue microarrays; 5.Scan microscope slides embedded with punches of tissue tumor. Contractor to provide training for up to three (3) people for 1 and 1.5 consecutive days. PART II. Facts and Reasons To Justify Other than Full And Open Competition 1. Statute: 13.106-1 (b)(2) (b) Solicitation from a single source. (2) For Sole source acquisition of commercial items in excess of the simplified acquisition threshold conducted pursuant to subpart 13.5, the requirements at 13.501 apply. Sole Source Justification The Aperio ScanScope as an ultra-high resolution scanner for brightfield imaging and archiving of slides, whole mounts, and tissue microarrays. It can scan microscope slides embedded with punches of tissue tumor. The Aperio ScanScope System is an advanced approach to addressing reproducibility and quality issues in tissue microarray data. Because of the unique approach of using robotic arms that allow for 120 slides to be imaged at a time without user input, the Aperio ScanScope System is unique. The government will trade in towards the purchase the following: Aperio ScanScope Imaging System, Serial# S0010019. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on August 7, 2009. All questions must be in writing and must be emailed to Karri Mares at maresk@mail.nih.gov faxed to (301) 402-4513. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
