- Description
- NASA Goddard Space Flight Center (GSFC) intends to issue a sole source Request forProposal (RFP) to Thinking Systems, Inc. for an additional 2 months and 17 days ofcontinued performance under the General Mission Analysis Tool (GMAT) specification,validation, verification, and analysis contract. NASA GSFC is currently conducting a competitive Flight Dynamics Support Services (FDSS)procurement. GMAT services are intended to migrate to the impending competitive FDSSprocurement. The GMAT contract extension allows for uninterrupted performance of theGeneral Mission Analysis Tool (GMAT) specification, validation, verification, andanalysisrequirements during the competitive FDSS procurement process. Thinking Systems, Inc., as the current incumbent, is the only responsible sourcequalified to perform this requirement due to its current involvement with GMAT. TheStatutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1),Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed.
