Description
The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Computational Center for Toxicology (NCCT), Research Triangle Park, North Carolina, is interested in using cell culture systems with diverse biological capacities in order to measure chemical effects on critical pathways, processes and phenotypes relevant to human toxicity. Results from such screening studies would be used in the EPA?s ToxCast? Program. The EPA requires a Contractor to use validated, human or rodent cell-based culture systems with, for instance, the capacity for: metabolism of chemicals; differentiation of cells; cell to cell signaling; steroidogenesis; gene expression or epigenetic changes. Possible cell systems could include primary cells, stable cell lines, pluripotent cells, and organotypic cultures useful for evaluating the effects of thousands of environmental compounds. In proposing assays, emphasis should be placed on the representation of complex biological capacities and responses in cell culture systems with the capability to be run in a reproducible, quantitative high throughput manner. Interested parties who can provide the above requirement may submit a response to the following questions with a written qualification statement no later than 15 days after the date of this publication. 1. Does your firm provide these assays to other customers? 2. Is your firm considered a small business, large business, non-profit, or other (specify)? 3. Which of the following statements accurately describe your firm (select all that apply)? a. 500 or fewer employees; b. 501 or more employees; c. Up to $12.0 million average annual receipts for the past 3 years; d. More than $12.0 million average revenue; e. Veteran-owned business (specify if Vietnam era or Service Disabled); f. Women-owned; g. Minority-owned. 4. Would your firm be interested in participating in a competitive acquisition for this requirement? If so, please provide contact information. 5. Provide a brief response (paragraph) to: a. What cell types or systems would be available for bioactivity profiling of chemicals? b. How many and what endpoints would be measured in the cell culture systems? c. What critical biological processes, pathways or phenotypes can be measured in these cell culture systems and how exactly would they be quantified? d. How would data from these systems be used to assess the role of biotransformation / metabolism in the toxicity of parent or metabolite compounds? e. How many concentration levels and replicates would be required in order to accurately derive 50% activity concentration-response values? The intent of this sources sought notice is to determine if any small business(s) exist, and therefore, no solicitation (RFP) is available. The NAICS Code 541712 with a small business size standard of 500 employees is applicable. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored.
