- Department of Commerce, U.S. Census Bureau, Suitland, MD Acquisition Division Room 3J444, Washington, DC, 20233. This is a notice of the U.S. Census Bureau’s intent to sole source pursuant to FAR 6.302-1. This constitutes the only written notice, no other notice or solicitation shall be issued as a result of this notice. The NAICS code for this solicitation is 519190 - all other information services. The potential contract value is $368,000.00. Bureau of Economic Analysis (BEA), as one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies, and disseminates economic statistics to the public. BEA’s mission is to provide timely, accurate, and relevant statistics. BEA produces the International Transactions Accounts of the United States. These accounts provide a comprehensive and detailed view of economic transactions between the United States and other countries. In addition, they provide input into other statistics produced by BEA, contributing particularly to the National Income and Product Accounts. The Bureau conducts annual surveys to collect financial and operating data from U.S. multinational companies. The resulting statistics support the International Transactions Accounts and provide a picture of the overall activities of foreign affiliates and U.S. parent companies using a wide variety of indicators of their financial structure and operations. The estimates can be used to measure the scale of the global business activity of U.S. multinational companies and its impact on the U.S. economy and on foreign host economies. The Bureau of Economic Analysis has a requirement for the subscription of comprehensive financial databases in support of BEA’s mission is to provide timely, accurate, and relevant statistics as it relates to International Transaction Accounts of the United States. These databases must provide financial and ownership information for the top 250,000 European companies and the top 85,000 Asian companies, based on those companies’ annual sales figures. The databases must contain balance sheet and income statement data in additional to information on ownership, location, employment and products. The comprehensive financial databases must cover both private and publicly traded companies. The comprehensive financial databases must consist of the following unique characteristics and data requirements: * Is based on officially filed accounts with the host-country government * Provides at least 20 lines of balance-sheet and 20 lines of income-statement detail Provides information on the chain ownership of the business * Provides unlimited searches for a flat rate * Continual Internet access to the datasets * Dataset Access available for two concurrent users *Provide for Helpdesk and technical support; Free on-site training and Analysis Software The objective of this procurement is to obtain data from an authoritative outside source in order to verify and augment the survey data collected by BEA. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. The place of performance shall be Bureau of Economic Analysis, 1441 L Street NW, Washington, DC 20230. The period of performance shall be one year from the date of award plus four (4) option years. The Government anticipates awarding a firm fixed price contract. The Government knows of only one source: Bureau Van Dijk Electronic Publishing, Inc., 55 Broad Street, 14th floor, New York, NY 10004-2501. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the contracting officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
