Description
Amendment 0003 Amendment 0003 is issued to revise Statement of Objectives. Site maps area available for Building 213 by contacting the contracting officer, Ms. Lois Noneza, email: lois.noneza@disa.mil. The closing date remains unchanged. Based on vendor's inquiry, the following questions and answer are provided: 1. Will a walk thru be available before the bid is due? Answer: No 2. Is there a recommended equipment list? Answer: No, solicitation was issued with Statement of Objectives (SOO) 3. Is there a complete set of CAD drawings available for B213 and proposed homes? Answer: Drawings for B213 will be provided upon request from Lois Noneza, email: lois.noneza@disa.mil. Drawings titled "Waikulu FTTH" outlines homes, these drawings will also be provided upon request. 4. Is there a previously proposed site design available? Answer: No 5. Does Building 213 have A/C installed? Will A/C be installed by others, for adequate network system cooling? Answer: A/C needs to be provided to cool the vendor installed network equipment. See SOO paragraph 4.1.3. 6. Will B213 access be available, before the RFP is due, to determine power requirements? Answer: A site visit will not be held. Power requirements for B213 are outlined in SOO paragraph 4.1.3. 7. Where will we be able to store Hardware and Equipment? Answer: Hardware and equipment shall be stored at vendor's location until it is brought on base to be installed. 8. 4.2.2.1 Reads as if were going to 350 + 125 homes which would be a total of 425 homes - 2 fiber each home = 950 fibers. But 4.3.4 reads to support 864 fibers - what total is required? Answer: The Fiber Distribution Point needs to support a maximum of 864 strands of distribution fiber for future requirements. The vendor shall provide 2 strands of single mode fiber optic cable to 350 homes. 9. When will building 213 be available? Answer: B213 is available. 10. Does building 213 have any fiber already available? Answer: No, not to connect the Waikulu neighborhood. 11. Is there currently any fiber or other cables in the 2 existing 4inch conduit running outside the building 213? Answer: Yes there is room in existing conduits outside of B213. It is currently empty. 12. Assuming that there is no fiber from B213, are we running 3 fibers cables of 288 fiber strands for a total of 864 fiber strands? Answer: The vendor shall provide two designs, one passive optical network design with 3 cables of 288 strands a piece and one active point to point fiber optic network design with 1 cable of a minimum of 6 pairs to run to the Fiber Distribution Point and be electronically split 864 ways. 13. Where does the fiber to Hawaii Loa run from? Answer: The fiber to Hawaii Loa runs from B213; the Fiber Distribution Cabinet needs to be replaced which would only require reterminating the cables in the new cabinet and then testing out of B213 to the cabinet. 14. Does K-Bay already have a SOW in place for the work required? Answer: No, solicitation was issued with SOO. 15. Have the Homes requiring fiber been determined? If so, where are they and which ones are being selected for this RFP? Answer: Yes, they are in outlined in drawings titled "Waikulu FTTH." Drawings are available upon request from Lois Noneza, email: lois.noneza@disa.mil 16. Do you have the make and model number of the existing Optical Network Units? Will the Contractor be required to provide any more ONUs? If so, how many and for which homes? Answer: Allied Telesis model number AT-IMG 646MOD-PKG1, enclosure AT-EN646MOD. The contractor shall provide and install 125 Optical Network Units to the Waikulu homes, see SOO paragraph 4.1.4. 17. Is the Contractor required to install splitters? 16 or 32? Answer: Splitters on the passive optical network design would be 1:16 and no splitters are required on the active point to point fiber optic network design. 18. Is there AFN service piped into B213? If not, will it be provided by others? Answer: There is no AFN service piped into B213. The Government will acquire the service once the equipment is in place to pull down a satellite shot of the AFN. 19. How will telephone service and 10GB transport be provided to building 213? Answer: There is no telephone service for this project. The vendor will not be providing any traffic over this network besides tests. 20. Are the in home requirements for: 25 megs up and down internet, 3 HD TV and 2 SD TV, and 3 pots telephones running simultaneously? Answer: No, requirement is not a requirement of the SOO. 21. Does the network need to secure and encrypted? Answer: No 22. What is defined as the Government Network Connectivity? Answer: Having all the necessary equipment operational and network connectivity to provide emergency first responder notifications and mass casualty warnings to connected homes. 23. Do we need to provide standard cable channels? Answer: No 24. What services are required in broadcasting information to the Video and Phone? Answer: This SOO if for equipment and installation of Fiber. 25. What are the post installation maintenance/support requirements (ie. Warranty, Tech Support, Applications Support)? Answer: Solicitation has been amended, see 6.0, Warranty on equipment shall be OEM standard warranty. There is no technical support or applications support requirements. 26. What does "future expansion" cover, as indicated in 4.1.3? Answer: At least 3 phase 120 volt/280 volt, 225 amp, 4 wire power panel. See SOO paragraph 4.1.3.
