Description
On behalf of the Department of Energy (DOE), Defense Energy Support Center is requesting information concerning a contingency requirement in the states most prone to hurricanes. DOE seeks strategic reserve of refined products (75% Gasoline (mid-grade) and 25% Diesel (ultra-low sulfur) in an approximate amount of 84 million gallons. Reserve locations may be anywhere south of Virginia and east of the Mississippi river. The contractor shall maintain, rotate, and make fuel available for purchase by DOE in the event of a disaster due to the use of commercial supplies being disrupted. Contractor shall own the fuel in the reserve until loaded into transport. Main source of consumption would be gas stations in affected areas of a disaster. We would also be interested in transportation services that would transport the fuel from the reserve to destination. 1)Storage/reserve services available for contingency support to be priced at a fixed amount per gallon rate for gasoline and diesel (summer). 2)Transportation services available to move product from reserve to tank. 3)Product to be priced at a fixed amount per gallon rate for gasoline and diesel (summer) inclusive of all associated costs and taxes but tied to an economic price escalator. We anticipate multiple awards on requirements type contracts. Solicitation is anticipated to follow shortly after the closing of this request for information. We anticipate a period of performance of one base year with two one-year option periods for potential to be awarded through 2012.
