- Description
- NASA/ARC has a requirement for one energy dispersive x-ray analysis system (EDS) tosupport failure analyses and metallurgical investigations. The EDS system utilizes aSilicon Drift Detector and is to be integrated with an existing scanning electronmicroscope (SEM). NASA/ARC intends to purchase the item from Oxford Instruments of Concord, MA 01742 underthe authority of FAR 13. 106-1(b) Soliciting from a single source. The existing OxfordInstruments EDS is 18+ years old, replacement parts are no longer available, and thesystem is in need of repair. In addition, interface compatibility with the existing SEMis guaranteed by utilizing the same EDS vendor which affords a seamless transition ofcapability. Therefore, potential undue loss of time or additional expense is avoided tomake the SEM and EDS compatible. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing only to: Wilfredo Querida (Wilfredo.Querida@nasa.gov) not later than12:30 p.m. Pacific time on August 24, 2009. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
