Description
This is a Request for Proposal (RFP) N8227092009 for current contract holders of the BLM national IDIQ contract for Fuels Reduction. The specifications, terms and conditions applicable to the parent contract as well as those included in this RFP apply to this task order. Grand Canyon NP (GRCA) will be implementing the Thompson Canyon Prescribed Fire project during the fall of 2009 requiring the hand piling and covering of existing cut material beginning in mid June 2009. Treatment will consist of piling existing thinning slash and ground fuels on approximately 110 acres. The project area is located in Coconino County in northern Arizona. The project area is on the North Rim of Grand Canyon. The terrain within the project area is mostly flat or less than 10% slope. Vegetation to be piled and covered consists primarily of cut Spruce, Aspen, and Fir. Treatment will be conducted by a crew of sawyers and swampers to hand pile and cover down and dead woody material using chainsaws as the primary tool. The area to be treated has been identified based upon the need to meet holding requirements once the prescribed fire commences. Treatment will occur in a method that reduces fuels along the north boundary of the unit. There is road access along the entire length of the treatment area and foot travel of short distances is required. Access to the project area is along FR610. The performance of this scope of work is expected to begin between September 15th, 2009 and September 30th, 2009. It is estimated that it will take 30-45 days to complete this project. A Request for Proposal and all relevent information will be provided as an attachment to this announcement and will include the full scope of work as well as the technical evaluation factors to be used for contractor selection. All offerors must respond to Section M of the solicitation. All offerors must be current BLM IDIQ fuels reduction contract holders to qualify to submit proposals; be registered in the Central contractor's Registry (CCR) and must have completed the the On-Line Representations and Certifications (ORCA) in order to be considered for award. All questions concerning this solicitation must to provided in writing to the contracting officer at tammy_gallegos@nps.gov.
