- Statement of Work Remove and Repower Two Outboard Engines on Law Enforcement Vessel National Park Service, Key West, FL 33040 National Park Service, Key West, Florida, 33040, is seeking quotes to remove and replace two existing twin engines on a twenty-three foot Safeboat law enforcement vessel for use at Dry Tortugas National Park, offshore Key West, FL 33040. Quotes are to include all costs, including shipping to the location where the work is to be performed. Please itemize all individual costs with response. Please provide any warranty provisions applicable to the product. Purchaser is US Government tax exempt and seeks GSA pricing or better on two engine removals and installs that meet specifications below. Engine size shall be no greater than 150hp or cc equivalent, four cylinder, four stroke, one counter-rotating, 25 inch shaft, and shall include wiring harnesses and associated equipment such as gauges, tachometers, meters, shifters, and shifter cables. Engine shall also have an engine sensing systems warning system, engine stop switch lanyard, corrosion protection system, electronic fuel injection system, external tilt switch, 35 amp output alternator, stainless steel prop, prime start and power trim and till system. Vendor shall provide a thermostatic cooling system, multi function tachometer and speedometer, remote steering capability, a fresh water flush portal, electric start capability, a 2.00 gear ratio, and for boat stability the engine shall not exceed 475 pounds (prop not included). Engines will be operated in a national park and shall meet or exceed federal EPA emissions requirements Engine(s) removal shall also include accessories such as wiring harnesses and associated equipment such as gauges, tachometers meters, shifter, shifter cables and any other item considered to be obsolete, non-compatible or a hindrance to the performance of the new engine. Items removed and necessary for the proper operation of the new engines shall be replaced with new parts recommended by the engine manufacturer and at a fair and reasonable cost to the government. Engine must have proven reliability, performance, and durability in the marketplace. Quote shall include all costs for purchase and install of engines, rigging, parts, and labor to perform the work. Quote shall include operations, parts, and service manuals applicable to the engine in duplicate (2 copies), bound paper copy. Parts and service manual shall be identical to current editions provided to company certified repair shops / dealers. The engines to be removed are property of the U S Government and are to be returned to the government agent at conclusion of the project. Vendor shall supply equipment and/or manpower to load the removed engines onto a vehicle, type to be determined later. Vessel and engines shall be in "ready to run, ready to use" condition (turn key start) upon acceptance by government agent at delivery point (Key West FL 33040), subject to successful sea trials conducted by both the vendor and a government representative. Engines must demonstrate seaworthiness and compatibility to existing systems prior to acceptance by the government. The National Park Service shall deliver the vessel from its offshore mooring location to a public marina in Key West, FL or to any shipyard reachable safely on navigable waters within or adjacent to Key West FL including Stock Island. If it is necessary for the vessel is to be towed on land to a work location physically located other than mentioned above, it is the vendor's responsibility to assume towing from the public marina in Key West FL with an appropriate trailer that provides safe transport of the vessel on Florida public highways, and the trailer must be licensed to operate in the state of Florida. Warranty provisions shall be explicit and written in a way so that is understandable to all parties involved in the transaction and must explain if it pertains to pleasure craft or commercial operations. Please provide private catalog and/or GSA Advantage product reference number for item(s) offered in proposal. Please provide bidder's DUNS number on response, if currently acquired. Where bids are above certain thresholds, bidder is required to register their business (ifnot already) with the United States Government's Central Contractors Registration in order to expedite payment processes. Purchaser will provide assistance with this request if the successful bidder is not familiar with CCR. Payment shall be via electronic funds transfer to a financial institution.
