Description
Presolicitation Notice Solicitation M62613-09-T-0095 U.S. Marine Corps, Marine Corps Air Station Iwakuni, Japan, hereby gives notice of intent to award a sole source requirement to Total Network Solutions. Under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This Notice of Intent is NOT a request for competitive proposals. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Requirement:VIDEO SURVEILLANCE -CISCO VSOMQTY: 1 EAItem description:MCAS Iwakuni, Japan intends to expand, enhance and improve the systems supporting its Base Cluster Operations Center (BCOC) functions. To this end the government requires a multimedia and video surveillance system that will allow the BCOC to integrate all current video and video surveillance equipment such as monitors, plasmas, video teleconferencing equipment, and monitoring cameras into one system using Voice over Internet Protocol (VoIP). The goal is to provide the base Commander with a summary of options for integration and interoperability applications and systems supporting these two important operation center functions. The recommended system must leverage existing systems and infrastructure to the maximum extent possible. The Service Provider will identify industry best solutions. DESCRIPTION OF SERVICES The Service Provider shall conduct a comprehensive training course to all who will be participating as Video Surveillance Operations Managers (VSOM). Immediately following training, they will facilitate the installation of the VSOM to allow video management capabilities for up to 48 computer inputs and 16 outputs for display on monitors, plasmas and video or projection walls using VoIP. This VSOM system must allow for an integrated system that supports the BCOC's multimedia components and requirements. This system must also meet current standards for the Marine Corps and must have Joint Interoperability Test Command (JITC) certification and be listed on the DISA approved products list APL. The system must allow for interoperability with the Cisco IP Interoperability and Collaboration System (IPICS) and the Nortel SL-100 voice switch. TRAINING: The System Provider must include training for the system to include: oVideo and Video Surveillance o Managing Multiple Feeds/Displays o Customizing the government environment o Setting triggers alerts o Establishing Data feeds and programming contento Video Matrix Switching Delivery to: Marine Corps Air Station Iwakuni, Japan, S-6 Dept., Ground Electronics Maintenance Division, Bldg No. 125 via MCAS Iwakuni, Japan, Traffic Management Office, PSC 561 Box 1873, FPO AP 96310-0019.
