The intent of this Request for Information (RFI) is to gather information in accordance with FAR part 52.215-3, which states: 52.215-3 -- Request for Information or Solicitation for Planning Purposes. As prescribed in 15.209(c), insert the following provision: Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of guiding a subgroup in its efforts to contact contractors with design/build capabilities for new construction, renovation, and alteration/repair under a multiple award construction contract. The RFI process is used by a subgroup to canvass a targeted industry segment for one or more of the following purposes: - Acquiring general or specific information about industry requirements. - Soliciting assistance in identifying potential sources. - Soliciting input to validate a subgroup's roadmap. Generally speaking, the RFI process determines which Request For Proposals (RFPs) will be issued (and, based on negative feedback, which won't) or influences the way a particular RFP is constructed. This is ONLY an RFI and an award WILL NOT be made based on the submissions received. 2.0 Information Being Requested 2.1 Summary of this RFI This RFI is being publicized with several objectives. The information being sought relevant to this include: - Companies capable of performing interviews, conducting analytical research and inputting information into biometric systems to successfully screen and vet third country national employees desiring access to a USAFCENT installation - Companies with strong Air Force Counterintelligence (CI) training and experience, who are capable of identifying counterintelligence and terrorism-related flags that could present a force protection concern to a USAFCENT installation - Companies experienced in Force Protection (FP), Counterthreat Operations (CTO) and CI related matters, specifically as they relate to the USAF - The ability to perform the aforementioned functions in the native languages of the third country national employees; these languages vary and are generally not English or Arabic THIS IS FOR MARKET RESEARCH PURPOSES ONLY! No award will result based on information provided at this time. 2.2 Detail - Please describe the ability of your company to provide the aforementioned interviewing, vetting, screening, analyzing and inputting of biometric data - Describe your company's past/current experience with the type of aforementioned services - Identify limiting factors your company may face in this type of environment - Identify any reservations and concerns you may have regarding a solicitation for the aforementioned services 3.0 Instructions for Responding to this RFI 3.1 Who May Respond Only those who are currently capable of performing the services described above should respond. 3.2 How to Respond One electronic copy in machine-readable format (typically ASCII, MS Word, or PDF) should be sent to sheliah.davis@auab.afcent.af.mil. One confirming paper copy of all documents should be delivered to this office utilizing the contact information below. Attn: Sheliah Davis 379 ECONS/LGCC5 APO AE 09309 Subject: RFI Level II Vetting Responses to this RFI must be received at 379 ECONS no later than 5:00 PM local (Qatar) time, 17 Aug 09. 3.3 RFI Response Contact Offerors responding to this RFI shall designate a single contact within the company for receipt of all subsequent information regarding this RFI. The name of this contact will be made available to all 379 ECONS personnel. 3.4 Format of RFI Responses The following outline is offered to assist in the development of your response. You should include: • A cover letter -- the cover letter should include a brief summary of your response, such as indicating to which areas you are responding and must also indicate if supporting documentation is included in your response. • The response itself, covering any or all of the areas of information requested by this RFI or catalogue cutouts and product descriptions. • If required, a glossary that maps terminology used in your response to American standard terminology. In order to assure that your response receives the attention it deserves, you are asked to consider limiting the size of your response (not counting any supporting documentation) to no more than 20 pages. If you consider supporting documentation to be necessary, please indicate which portions of the supporting documentation are relevant to this RFI. 3.5 Distribution of RFI Responses Copies of all documentation submitted in response to this RFI will be available to all 379 ECONS and 379 ECES members for market research purposes. 3.6 Reimbursement Upon receipt, each response will become the sole property of 379 ECONS and no reimbursement will be made to offerors for any costs in conjunction with their response to this RFI. 4.0 Response Review Process and Schedule 4.1 Review Process 379 ECONS RFIs are issued with the intent to survey industry to obtain information that provides guidance, and current trends. Based on responses received regarding this RFI, 379 ECONS may augment its roadmap and may choose to prepare one or more Request For Proposals (RFP). 4.2 Clarification To fully comprehend the information contained within a response to this RFI, 379 ECONS may seek further clarification on that response. This clarification may be requested in the form of brief verbal communication by telephone, written communication, electronic communication, or a presentation of the response to a meeting of 379 ECONS. 4.3 RFI Response Presentations and Demonstrations Offerors may be invited to present their response to 379 ECONS personnel. The purpose of this presentation would be to seek clarification of information contained within the response (as noted above), to further explore issues raised, or to further meet the goals of the RFI. 4.4 Schedule The schedule for responding to this RFI is as follows.
