Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133M-09-RQ-1072.This contract is to provide restoration to an oil on canvas, 180.5" x 81" historic Works Progress Administration mural attributed to Oscar Anderson located at the Gloucester, Massachusetts Visitors' Center. Immediate steps will be taken to address the structural component of the mural to allow for the painting to be safely moved and not suffer further damage. It will be removed from its current location by a professional conservator who will consolidate and flatten it to remove the wrinkles and buckling. The painting will be surface cleaned to remove dirt, grime and old varnish. The painting will be lined with conservation adhesive onto a new linen canvas and the piece will be placed onto a new custom stretcher. The largest losses will be also inpainted with stable conservator's colors to closely match the original. Once stable, the piece will be moved to a new location at the NMFS Northeast Regional Office in Gloucester, Massachusetts. The restorer must carry conservator's insurance, and complete all deliverables within four months from the start of the contract period. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration ( CCR ) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm.. The NAICS Code is 711510, small business size standard is $7 million dollars. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. FAR 52.212-1 Instructions to Offerors-Commercial Items applies.
