- Brand Name J&A This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being solicited pursuant to the procedures at FAR Parts 12 and 13.5. The proposed contract action is for supplies for which the Government intends to solicit as a Brand Name in accordance with FAR 11.105 (a)(3). Award will be made to the Offeror submitting the lowest price quote for the Brand Name of items specified. This Combined Synopsis/Solicitation serves as a request for quote (RFQ). The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-33. The associated North American Industrial Classification System (NAICS) for this requirement is 334290. The POC for this procurement is Ms. Martha V. Hooks, e-mail: martha.hooks@langley.af.mil. These items also are covered by Wage Determination (WD) #05-2543 (Rev 10) dated 05/26/2009 a copy of which will be furnished upon request: PERFORMANCE WORK STATEMENT For Installation, Maintenance and Training of OnPATH Digital Matrix Switch Upgrade 82nd Comm Support Squadron, Langley AFB 24 June 2009 1. Description of Services 1.1 Background One important 82CSS mission is Tactical Data Link (TDL) Interoperability Testing. For this purpose, 82CSS maintains a test lab with several dozen pieces of TDL and radar simulation gear, several actual tactical comm and C2 systems, and the communications infrastructure to interconnect it all in-house and to external sites via secure comm channels. All the interconnections are made with the aid of an OnPATH (formerly INRANGE) digital matrix switch, a $1M+ system that provides an easy point-and-click Graphical User Interface for making connections. This acquisition will replace the existing prior-generation INRANGE 2700 switch with a more capable OnPATH (same company, new name) 2910 switch. 1.2 Scope Contractor shall: 1.2.1 install a new OnPATH 2910 1024-port Digital Matrix Switch in place of an existing red-side INRANGE 2700 1024-port switch 1.2.2 remove an existing red side OnPATH 2908 256-port switch and re-install it in place of an existing black side INRANGE 2700 1024-port switch 1.2.3 provide and install all necessary switch and switch support components 1.2.4 ship the two removed 2700 switches for disposition 1.2.5 provide onsite hardware & software maintenance support for year of installation 1.2.6 provide onsite hardware & software maintenance support for two follow-on years at the option of the government 1.2.7 provide a 3-day on-site training class for 1-6 students. 1.2.8 provide, but not install, a total of 45 CCUs and 10 "Y" cables 2. Summary of Requirements 2.1 Task Description Contractor shall: 2.1.1 remove existing INRANGE 2700 and OnPATH 2908 red-side switches and provide and install in their place a new OnPATH 2910 switch of 32-1024 ports capacity, P/N UCS-2910 2.1.2 remove an existing INRANGE 2700 black-side switch and install in its place the former red-side OnPATH 2908 switch 2.1.3 provide and install a total of thirty-eight (38) Port Interface Modules, P/N PIM-RS422, splitting them between red side and black side as per existing switch populations 2.1.4 provide and install two (2) Connectivity Systems Manager (CSM) units w/ Microsoft® Windows® XP, P/N: CSM-PC-000, one each for the red side and black side 2.1.5 provide and install three (3) DC64-RMSM-125 cables, P/N 76-042.125 2.1.6 provide twenty (20) Cable Converter Units (CCU): UA 4W MSC, CCU CHAN MOD DEMARK P/N: 31-652. Government will install these CCUs. 2.1.7 provide and install all incidental items necessary to above installations 2.1.8 perform all required database installations and conversions 2.1.9 test completed installations to verify all systems are properly functioning 2.1.10 provide warranty and maintenance support as follows for the first year following the installation: 2.1.10.1 7x24 Technical Phone support for all break/fix issues 2.1.10.2 Next Business Day delivery of tested spare parts 2.1.10.3 On-site support services during the hours of 0800 through 1900 Monday thru Friday, Eastern Time 2.1.10.4 OnPATH TSS Software upgrades at no extra charge 2.1.10.5 Pre and Post Stand-by Support for Power Down and Power Up of OnPATH Technologies products, maximum of 2 hours for each activity. 2.1.11 provide a 3-day training course at customer's site for 6 students, to include at least these subject areas: 2.1.11.1 Overview of OnPATH 2900 system and TSS 2.1.11.2 Configuring boards in system via TSS and UCSM 2.1.11.3 Defining ports 2.1.11.4 Creating User IDs and security classes 2.1.11.5 Building "groups" 2.1.12 following expiration of the first year's warranty and maintenance contract, and at government option, provide warranty and maintenance support as per Item 2.1.10 above for two (2) option years. 2.2 Government Furnished Property The Government will provide contractor personnel with suitable facilities necessary for installation and testing of the OnPATH systems and for conducting the training. 2.3 Security Requirements 2.3.1 Contractor personnel shall ensure an up to date Visit Request is submitted to the 82/CSS Security office and remain on file for one year. 2.3.2 Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance is obtained for employees and non-government owned vehicles. 2.3.3 Traffic Law. The contractor and its employees shall comply with base traffic regulations. 2.3.4 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Langley AFB. 3. Contractor Personnel Contractor personnel shall be fully trained on OnPATH 2900 Series and INRANGE 2700 Series switches, and shall be fully qualified and certified to perform required services. 4. Hours of Operation Contractor shall perform work in the Comm Center of the West Computer Room, Bldg 25, Langley AFB. Normal work hours are 0800-1700 Monday thru Friday. Other hours shall be arranged as necessary by mutual consent.
