Description
The Department of Energy (DOE), Office of Human Capital Diversity and Outreach is pursuing a sole source contract with the Society of Hispanic Professional Engineers (SHPE) for partial sponsorship of the 2009 National Conference under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is October 28 to November 1, 2009. The DOE is one of several agencies providing funding for a conference for Hispanic educators and students majoring in science, technology, engineering, and mathematics (STEM) that hopes to attract and thereby increase the number of Hispanics in DOE research internships, fellowships, and within STEM careers in the workforce. Office of Human Capital Diversity and Outreach will receive "Bronze" Career Fair sponsorship for the Teacher Program and a Faculty Meeting during the Advisors' Program. The conference also includes: Academic Olympiad, Pre-College Science Bowl presentation, workshops, and panel presentations; a "DOE Alley" within the conference with an exhibit booth; five complimentary full registrations, two months on-line resumes service; "Bronze" recognition in all conference materials and website; and a hotlink from SHPE conference website to the DOE website. SHPE will compile a list of qualified applicants who meet DOE eligibility requirements for research internshi ps and fellowships. The value of this effort is $25,000.00. The DOE has supported the SHPE for a number of years. By using the same forum repeatedly, DOE is able to continue to consistently build on the face-to-face networking previously developed during previous conferences and address the systemic problem of Hispanic under representation in the Federal government. As proposed, DOE will have access to students at all stages of the education pipeline, including teachers and faculty advisors. Opportunities are abundant at the SHPE conference for interviewing candidates, providing learning activities, STEM educator training, and disseminating important information about careers and internships at DOE and the national laboratories. With annual support, the expected outcome is a sustained talent pool available to DOE,s national laboratories, the Federal workforce, industries, and universities. The statutory authority for permitting other than full and open competition for this modification is the Competition in Contracting Act, 41 U.S.C. 253 [c] [1], and implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency's requirements. SHPE has the specialized knowledge and services, which have been used by the DOE and other agencies for a number of years successfully. The North American Industry Classification System (NAIC) Code for this requirement is 813920. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE's proposed award to the Society of Hispanic Professional Engineers (SHPE) must respond in writing to the Contracting Officer.
