Description
RECOVERY--This anticipated solicitation is a fully designed, UNRESTRICTED (full and open solicitation), for construction. The project implements fish and wildlife habitat restoration activities and construct recreational features along and within the river. This is a four-phase multi-year channel reconstruction project. The project is to be constructed in a minimum of four phases, sequentially moving from upstream to downstream. This notice is in reference to construction for the Mission Reach. Phase 2A which begins just below the San Antonio River confluence with San Pedro Creek and continues downstream 1.2 miles to just below Mission Road. This portion of the San Antonio River is currently maintained as a grass-lined, trapezoidal channel designed to convey peak storm discharges for the 100-year storm event. Care of water consideration includes provisions for diverting river baseflow in order to reconstruct the pilot channel. Base flow varies depending on spring flow and climatic conditions and has ranged from 10 cubic feet per second (CFS) to 150 CFS over the past few years. Restoration and recreation features included in Phase 2A of the project are: construction of a pilot channel, a thalwag, sheet pile weirs, rock riffle structures, embayments, slope stabilization using a reinforced soil slope system, an irrigation system, pedestrian trail, in-stream pedestrian footbridges (capable of carrying emergency equipment and becoming completely submerged during storm events), picnic tables, benches, trash receptacles, drinking fountains, and trail signage. Sustainability of the restoration is enhanced through the use of channel toe and over-bank erosion protection and establishment of approximately 52-acres of native riparian vegetation. Due to the unique restoration goal of the project, all measures taken to ensure the successful establishment of the proposed ecosystem, including invasive vegetation removal and control, sub-surface and surface soil preparation, seed handling, and seeding operations, including proper controls for non-native plant contamination of equipment, are considered critical. The project includes approximately 2,160 linear feet of 36-42 inch diameter reinforced concrete drilled piers in 3 locations along the Phase 2A reach. These piers would be installed generally at midslope to remediate long-term slope stability issues. Included as optional items will be a number of betterments mostly consisting of upgrades to recreational features. The magnitude of the construction is between $25,000,000 and $100,000,000; The solicitation is anticipated to be issued on or after August 21, 2009, as a Request for Proposal (RFP) and as such there no public bid opening for this solicitation. A firm fixed price contract is anticipated to be awarded using Best Value criteria. The estimated award timeframe is first quarter (October December) of fiscal year (FY) 2010. Period-of-performance is September 2011. Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting, applies. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2008 North American Industrial Classification System (NAICS) code applicable to this project is 237990; SIC is 1629. The Product Service Code is Y219. The Small Business Size Standard is $33.5 million. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Governmentwide Point of Entry (GPE) (website: www.fbo.gov). Plans and specifications will only be available in electronic format and will not be available in paper format or on compact disk. It is the offerors responsibility to monitor the FedBizOpps website for amendments to the solicitation. You must be registered with the Central Contractor Registration (CCR) prior to offer submission to receive a Government contract. You may register with the Central Contractor Registration (CCR) at http://www.ccr.gov. The primary point of contact for this project is Mr. Terry L. Teichmann, U.S. Army Engineer District Fort Worth District, Contract Specialist, 817/ 886-1033. The Government will only use the GPE to issue amendments to the solicitation. It is the offerors responsibility to monitor the GPE for amendments to the solicitation. This solicitation will be available on or about August 21, 2009, and will have a 30-day response period (or 30 days after solicitation posting).
