- The U.S Army Corps of Engineers (USACE), New England District is issuing a Sources Sought Announcement for a Indefinite Delivery/Indefinite Quantity Remedial Action Contract (RAC) to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns. The NAICS code for the work described below is 562910 with a size standard of 500 people. Work will begin in the Spring 2010 and extend over a 5 year period. The total RAC value is $20,000,000. The contract will have the geographic boundaries of the North Atlantic Division mission area although the location of the majority of the work to be performed under this contract shall be specific to the Elizabeth Mine Superfund Site, South Strafford and Thetford, Vermont. The work involves relocation and consolidation of tailing and waste rock, grading of tailing and waste rock; installation of a geosynthethic material include a geomembrane and a drain net; placement of vegetative support and topsoil along with the other design components of the cover system, surface water and stream channel relocation and restoration, metals removal treatment system installation, groundwater monitoring well installation, in accordance with CERCLA, the EPA Action Memoranda signed in September 2002 and March 2004, the Record of Decision signed in September 2006, the NTCRA Design, Remedial Design, and State of Vermont Solid Waste and Sediment and Erosion Control requirements. Interested firms should submit a capabilities package to include the following business classification (i.e. 8(a), HUBZone, etc.), staff size, primary area of contractors expertise, resume of key personnel, and provide examples of projects illustrating the requirements stated above. In addition, firms should demonstrate they have an approved cost accounting system which will allow them to perform cost reimbursement work, as the Government contemplates awarding both firm fixed price and cost reimbursement task orders. Additionally, to be considered qualified for this work, firms must demonstrate either past experience with, or a detailed plan for providing experience with: "mine reclamation, including experience with a acid generating oxidized waste rock, toxic and anoxic tailing; "mine pit lakes, adits and other mine openings; "experience with the material properties of waste rock and tailing with respect to slope stability, material workability, and final subgrade preparation; "knowledge of safety procedures for working in a mine setting - material stability, physical features (tunnels, adits, pits); "geosynthetic material installation, including installation of cover systems on steep slopes; and "restoration, or closure projects that comply with applicable Federal and/or State of Vermont requirements "ability o manage multiple simultaneous task orders at various geographic locations Responses are required no later than August 28, 2009. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, Attn: Rachael Raposa (Contracts Branch). Responses shall be limited to twenty-five (25) pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
