Description
The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the United States Marine Corps (USMC) Program Management Training Systems (PM TRASYS) with research and innovative solutions in order to provide atmospherics for MCB training environments. This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a invitation/request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Marine Corps Training Systems is conducting this sources sought market survey to determine capability, estimated price and availability from potential sources capable of fulfilling the requirements. This effort is conducted by PM TRASYS Contracting Office, Orlando, Florida and is seeking responses from all size business concerns capable of delivering an objective solution. The USMC has an immediate requirement to enhance and upgrade existing and future USMC Military Operation in Urban Terrain (MOUT) and Home Station Training (HST) areas. Currently, the existing MOUT and planned HST area facilities and surrounding areas are void of cultural realism. Even though these areas are equipped with streets, courtyard walls, mosques, buildings, and village shanties, the atmosphere is void of detailed aged cultural realism such as "prop" like items i.e., furniture, sleeping mats, desks, chairs, rugs, paintings, trash, utensils, automobiles, fake foodstuffs, ersatz crops, billboards, mud brick walls and facades, etc.... Additionally, some sites will require sound and smell generating devices that will be used during training scenarios. Currently, MOUT and HST buildings and walls have similar facades and lack the real world exteriors, interiors, and surrounding areas representative of realistic foreign urban areas needed for vital and realistic mission rehearsals. This project is designed to simulate a future or current deployable urban environment and support the war fighting skills and improve training opportunities for Marines, tenants, and joint service units aboard USMC ranges prior to deployments in support of the Global War On Terrorism (GWOT) and other global contingencies. This requirement is to provide a solution for designing and outfitting (delivery of) MOUT training facilities to replicate the desired cultural effect. The attached pictures represent the type of training compound that the USMC is interested in atmospherics feedback to increase cultural realism. The idea solution would be atmospherics with impermanent transferable and/or transformable characteristics so that areas can be adapted to real world scenarios with minimum effort. Responses to this RFI shall not exceed twenty-five (25) pages, including cover letter, discussion and contact information. Subject response should contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated inclusive of the following: Name of Company, CAGE code, company, business size/classification, street address and program, technical and business points of contact information including email; (2) Specific customers and descriptions of the referenced services provided within the last 3-5 years; (3) Link to the respondent's appropriate GSA Schedule or current/recent contract vehicle, or attached file of same (contract documents will not be counted toward your total page limitation); and (4) a recommendation of an acquisition strategy to design our sets to include a delivery. Response is due by Friday, August 28, 2009, 1500, EST. All responses and any questions must be submitted in writing via e-mail to R.
