Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with the University of Maryland Baltimore County using the procedures in FAR Parts 6 and 13. The NESDIS Office of Research and Applications has a requirement for develop the capability to compute thermal radiances from a complete geophysical state (temperatures, aerosols, clouds, and trace gases) using a rapid transmittance algorithm (RTA). The algorithms developed at NOAA by the task manager have utilized the UMBC algorithm over the last 15 years. UMBC was selected by NASA to maintain the existing AIRS RTA. The selection by and the AIRS science team to have UMBC develop, deliver, and maintain the AIRS RTA is testimony to the skill base and expertise of the staff at UMBC.This subscription provides requisite information within the necessary time frames, has a legislative tracking service with "custom alerts", provides in-depth information on legislative processes that may affect NESDIS. The on-line news service will enable NESDIS to prepare for mandated Congressional Hearings and testimony that relate to the Congress of the United States and to search for markups to NESDIS programs. Existing code and coefficients already exist for all the current operational high spectral resolution instruments including HIRS, MODIS, AIRS and IASI as well as preliminary algorithms for the Cris Instrument. Any other source for the software and coefficients necessary to complete this task would require substantial government resources to install and evaluate the compliance of the delivery. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 423430, number of employees 100 small business size. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov or faxed to (301) 713-0808 by August 13,2009. Award will be made using FAR 30, Simplified acquisition procedures, current through FAC 2005-35. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
