Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Simplified Acquisition Team intends to procure the services of a Contractor to construct quantitative survey, collecting trend information from The United States nautical chart users regarding their satisfaction of NOAA's navigation products and services. Details regarding this requirement are listed in the attached statement of work titled Nautical Charting Customer Satisfaction Survey. A combined synopsis solicitation for commercial items under FAR pt. 12 & 13 will be issued. This requirement is a total small business set-aside. The applicable The North American Industry Classification (NAICS) code is 54190, 6.5 million small business size standards. The resulting purchase order shall be negotiated on a firm fixed price basis and is being solicited on a full and open competition. The award shall be made on a best value basis taking into consideration the following evaluation factors: 1) Technical Approach-The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; 3) Personnel - Key Personnel with tailoring resumes showing education, experience and other relevant factors and 4) Price - The amount realism and consistency of the evaluated price. The contractor shall conduct quantitative survey, collecting trend information from United States nautical chart users regarding their satisfaction of NOAA's navigation products and services. Questionnaires will be mailed to chart users across the U.S. Specific questions dealing with the requirements, backgrounds and interests of the chart users will be formulated and included in the survey. Questions will be tailored to be meaningful to specific user groups such as commercial and recreational classes of users. The questionnaire will be designed in a format that NOS and the contractor have developed, and the contractor will analyse and tabulate the results of the returned surveys. the end of the project, the project company will meet with NOS to discuss the results and explain the analysis of the data collected. Computer generated tables will be provided with a detailed report on the results and analysis. The survey should reach 6,000 to 8,000 constituents. It should take 15 minutes or less to complete, fit in a standard letter size envelope (return), and require (but not exceed) the standard US Postal Service rate for a domestic letter (return). For survey segments that have email addresses and internet access, electronic collection is acceptable. The survey questions and forms should be the same as the paper version. The contractor will not connect any IT device to any DOC trusted network and no privileged access information will be stored on behalf of the DOC. The contractor shall be responsible for ensuring that, prior to mailing, the survey meets OCS, NOAA, Office of Management and Budget (OMB), and US Government requirements for approval, including the Paperwork Reduction Act of 1995. The survey universe should include but not be limited to members from the following groups: • American Pilots' Association • Local Port Authorities • Union of Masters Mates and Pilots • U.S. Power Squadrons • U.S. Coast Guard Auxiliary • U.S. Coast Guard • U.S. Navy • American Waterways Organization • Tug and Barge Companies • Workboat companies • Lake Carriers Association • Electronic chart manufacturers The Contractor shall: • Conduct desk research to review data sources and previous nautical charting surveys and reports • Prepare a sample list of nautical chart users for the survey (survey universe of approximately 6,000) • Develop the questionnaire • Submit survey plan to the OMB and ensure that it meets their specification by being given OMB approval • Mail questionnaire to approved survey universe • Analyze data when surveys are returned • Present survey findings to OCS management in Silver Spring • Provide detailed written report of survey findings The Contractor Must: Show through past performance how they have met the standards and guidelines for statistical surveys put forth by the Office of Management and Budget (OMB). These standards and guidelines can be found at http://www.whitehouse.gov/omb The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35.
