Description
Revised Statement of Work; replaces original Statement of Work The USDA, Forest Service has a requirement for services related to production of an environmental analysis for the Grant Creek Habitat Restoration for the Midewin National Tallgrass Prairie. PROTECT TITLE: Environmental Analysis for Grant Creek Native Habitat Restoration. This solicitation identified as AG-51KN-S-09-0030 is issued as a Request for Quotations using simplified acquisition procedures. Issue date of this synopsis/solicitation is July 29, 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. SET-ASIDE: This solicitation is a Total Small-Business Set-Aside. The applicable NAICS code is 541620; the applicable small business size standard $7.0 million. Contractor must submit its DUNS #__________________________ and its Tax Identification # ___________________________with its quotation. DESCRIPTION: The Midewin National Tallgrass Prairie, established in 1996 from land formerly used by the Joliet Army Ammunition Plant, has a requirement to restore native habitats and processes to up to 733 acres of land that were formerly grazed pastures in accordance with purposes established in the enabling legislation (Illinois Land Conservation Act of 1996) and the Midewin Prairie Plan (2002). Subject area includes 576 acres along and including Grant Creek, plus an additional 157 acres south of the Drummond Floodplain restoration area. Possible restoration activities would include: invasive species control (herbaceous, shrub and tree plant species); removal of field drain tiles, removal of old road beds and soil piles, filling of man-made depressions with soil, riparian restoration and planting appropriate seeds and plants. In support of the requirement described in the attached Statement of Work, Contractor will be required to perform the following tasks under general government supervision in accordance with the attached Statement of Work and all applicable laws, regulations and standards as identified: 1.Analyze content of scoping comments and prepare a written summary. 2.Based on the scoping comments, identify environmental issues and a range of reasonable alternatives resolving conflicts regarding uses of available resources. 3.Obtain Forest Service approval for issues and alternatives 4.Conduct field, database and literature reviews (data collection) to support the analysis of environmental effects. 5.Prepare resource reports that synthesize the results of data collection and analyze the effects of the proposed action and alternatives on ecological (vegetation, invasive plants, wildlife threatened, endangered, and sensitive plant and animal species, soils, water quality, air quality and management indicators), economic and social resources (recreation and scenery management and heritage resources) of the project and vicinity. 6.Integrate the environmental issues and collected data into an environmental assessment (a concise public document that serves to briefly provide sufficient evidence and analysis for determining whether to prepare an environmental impact statement or a finding of no significant impact). 7.Obtain Forest Service approval of the environmental assessment. 8.Analyze public comments on the environmental assessment, prepare a response, and modify the environmental assessment if necessary to respond to public comments. 9.Obtain Forest Service approval of the response to comments and final environmental assessment. The analysis must meet Council of Environmental Quality and Forest Service requirements established in 40 CFR 1500 and 36 CFR 220. Forest Service Handbook (FSH) 1909.15 provides additional guidance on meeting these requirements. The proposal implements the Midewin Prairie Plan (2002), and actions and mitigations included in the proposal and alternatives must be consistent with the Plan standards and guidelines. The proposal also implements the Illinois Land Conservation Act and must be consistent with the goals identified in the legislation. In assessing effects to wildlife, the analysis must consider terms and conditions set forth in the Biological Opinion for the Plan. Heritage surveys undertaken to support the analysis must conform to the requirements of the Illinois State Historic Preservation Office. The published analysis document must meet Forest Service standards described in FSH 1609.11, Chapters 15-18. AWARD: Award of contract will be made on a firm, fixed-price basis to the responsible vendor who represents the best value to the Government, price and other factors considered. The Government will consider the following factors in addition to price: Present/Past Performance on similar projects; Technical Capabilities and Qualifications; and Organizational and Management Capabilities and Qualifications. See Statement of Work for a description of Qualification Requirements. Technical factors are approximately equal to price in the award decision. SUBMIT QUOTATIONS: On company letterhead or form, no later than close of business (4:30 pm EST) August 18, 2009 to: USDA, Forest Service, Attn: Laura M. SPECIAL NOTE: Successful contractor must be registered in the Central Contractor Registration Database (www.ccr;gov) and in Online Representations and Certifications (http://orca.bpn.gov) prior to award of contract. Vendors must submit a DUNS number with their quotation. ****************************************************************************************************************** Original Statement of Work attached with combined synopsis/solicitation contained a list of "recommended sources" compiled during a market survey, which identified some contractors within close proximity to the project. This list was inadvertently included with the Statement of Work, and was not intended to communicate that the Government will require mandatory sources to perform the work, or that the sources listed are specifically recommended for use as subcontractors or are pre-qualified for award. This project is open for competition amongst all interested small business concerns that meet the eligibilty and qualifications standards described in the solicitation. Response date has been extended to August 26, 2009.
