- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Proposal (RFP) and the reference number is FA7012-09-T-0073. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-33. The North American Industry Classification System code is 443112 with a business size standard of $9.0 million. The proposed contract is 100 percent set-aside for small business. CONTRACT LINE ITEMS: LINE ITEM 0001: Radial Engineering p/n P70103-A: 20 input x 8 output Roadster TX Flor Box with Male VEAM 85-pin Mass Connect. All VEAM connectors in this order will follow the 5015 circular bayonet Mil-spec standard, and will be Black in color. QTY: 2 EA, UNIT PRICE: _________, EXTENDED AMOUNT: _________. LINE ITEM 0002: Radial Engineering p/n P65204-B: 50' multipare Snake cable with VEAM inline mass connects: VEAM Female in-line 85 pin connectors on each end, with 28 pair Snake Cable. Snake cable will be individually jacketed, numbered and shielded twisted pairs that are packed, grouped, and then hot-extruded into the Black (color) outer jacket to resist corkscrewing, while retaining exceptional flexibility. LINE ITEM 0006: Radial Engineering p/n P70103-D: --Kellems wire Mesh Strain Relief / each end of multipair trunk. QTY: 12 EA, UNIT PRICE: _________. EXTENDED AMOUNT: __________. INSPECTON AND ACCEPTANCE TERMS: Items shall be priced FOB destination. Services shall be accepted will be at 201 MCCHORD STREET, Bolling AFB, Washington D.C. 20032. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and the applicable Addendum to FAR Clause 52.212-1 is as follow: Paragraph (c), Period of acceptance of offers, is hereby changed from 30 calendar days to 60 calendar days. Offerors are reminded that the Government reserves the right to eliminate offerors from the competitive range, whereupon they may request and receive a debriefing in accordance with FAR 15.505. The CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors as well as the successful offeror may request and receive a debriefing. EVALUATION PROCEDURES: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforms to the solicitation and price is determined most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If offering an equal product, interested parties must submit clear and convincing descriptive literature demonstrating the capabilities to satisfy the requirement specified above. If additional information is required to support price reasonableness, each offeror may be required to provide a hard copy of their price break-down. Non-conformance with this requirement may result in the offerors quote being determined unacceptable. FAR 52.212-3, "Offeror Representations and Certifications-Commercial Items" applies to this acquisition and offeror(s) must include, a completed copy with its offer. FAR 52.212-3 can be obtained from http://farsite.hill.af.mil or from http://orca.bpn.gov if registered in Online Representation and Certifications Application (ORCA). An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at ORCA. If an offeror has not completed the annual representations and certifications at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.
