Description
The Department of Navy, Space and Naval Warfare Systems Center, Pacific(SSC PAC) intends to issue Request for Proposal (RFP) N66001-09-R-0079 for Cyber Warfare Support. The scope of this requirement will include efforts to examine the architecture, engineering, functionality, interface and interoperability of Cyber Warfare systems, services and capabilities at the tactical, operational and strategic levels, to include all enabling technologies. This will include operational exercise design and construction, operations and requirements analysis, concept formulation and development, feasibility demonstrations and operational support. This will also include efforts to analyze and engineer operational, functional and system requirements in order to establish national, theater and force level architecture and engineering plans, interface and systems specifications and definitions, implementation, including hardware acquisition for turnkey systems. Additional efforts will include software design and implementation as well as systems integration, test and evaluation and demonstration. Research and development in advanced technology and special technical operations requires periodic contractor augmentation of a technical or scientific nature to meet technical as well as operational commitments and/or requirements. Contractor support is also required to supplement or provide personnel with specific expertise which is limited or not available at SSC PAC. Areas of expertise which may be required include, but are not limited to: Cyber Warfare doctrine/tactics, techniques and procedures (TTP), policy and strategy and operational planning analysis and intelligence assessment, measures of effectiveness (MOE) and measures of performance (MOP) evaluation, electronic warfare, wargamming, modeling and simulation, systems engineering, systems analysis, computer hardware and software engineering and development, implementation and integration, operational research and analysis, communications and networking hardware, protocols, and security. The anticipated acquisition will include multiple indefinite-delivery indefinite- quantity (IDIQ) contracts with cost-plus-fixed-fee (CPFF) pricing. It is estimated that the period of performance will include a two-year base period and three one-year award term incentive periods. The estimated level of effort is 400,000 hours per year, with a total value of $249,824,063. The estimated level of effort will be divided among the multiple award contractors pursuant to the ordering process at FAR 16.505(b). It is anticipated that the classification will vary from unclassified to SECRET. This requirement will be fulfilled via full and open competition with incentives for small business participation at the prime and/or subcontract level. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services, and the Small Business Size Standard $27M The vast majority of this procurement represents a set of new requirements for services and subsumes only a small set of the following prior contracts: N66001- 05-D-5039 with General Dynamics Information Technology and N66001-05-D- 5040 with L-3 Services Inc. It is currently anticipated that RFP N66001-09-R-0079 will be released in September or October of 2009. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific "Open Solicitations."
