Description
The Department of Veterans Affairs (DVA), VA Caribbean Healthcare System (VACHS), Procurement Business Division (PBD), Tres Rios Building, San Patricio, 27 Ave. J. Gonzlez Giusti Suite 600, Guaynabo, PR 00968 intent to solicit offers and award one firm-fixed price contract on a competitive basis for Pest Control Services under applicable North American Industry Classification System (NAICS) code number 561710 and Size Standard is $6.5M. This procurement is 100% SET ASIDE FOR SMALL BUSINESSES CERTIFIED UNDER SBA. This is a solicitation for commercial items prepared in accordance with the subparts in Federal Acquisition Regulation 12. The solicitation documents, all incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27. The DVA intends award a Contract with a base period from October 1, 2009 to September 30, 2010, including four (4) one (1) year renewal optio ns period to be exercised at the discretion of the Government. The qualified SB firm shall provide necessary Labor, Supervision, Equipment, and Supplies to render complete Pest Control Services at Arecibo Community Based Clinic. Space consists of Approximately 5,000 net usable square feet. QUESTIONS: shall be submitted in writing via facsimile or e-mail attention to the Contracting Officer no later than 10 days after the solicitation is posted at Fedbizopps (FBO) web site: http://www.fedbizopps.gov/. VERBAL OR TELEPHONE INQUIRIES WON'T BE ACCEPTED. All responses will be answered and incorporated in to a written amendment to the solicitation, for the benefit of all interested offeror's. Solicitation No. VA-248-09-RP-0499 electronic solicitation package will be available to the public as Request for Proposal at FBO web site by or after July 17, 2009. FAXED PROPOSALS WILL NOT BE ACCEPTED. Offerors shall go to FBO web site to download subject solicitation package, including any related attachments and/or amendments after July 17, 2009. In case the solicitation due date is extended, all interested offeror's shall be responsible to monitor the changes posted at FBO web site, prior the solicitation due date. Each offeror shall acknowledge receipt of each amendment, submitting each amendment attention to the CO at Department of Veterans Affairs, VA Caribbean Healthcare System, Procurement Business Division, Tres Ros Building - San Patricio, #27 Ave. J. Gonzlez Giusti Suite 600, Guaynabo, PR 00968 by the solicitation due date. The contract resulting from this procurement will be awarded to the responsive and responsible offeror whose offer, conforming to the solicitation requirements will be most advantageous to the Government, in terms of technical factors, past performance and price standpoint. Offer shall includes a fixed firm price for the services shown in the Schedule of Price Section of the solicitation, or offer will be unacceptable to the Government based on the solicitation terms and conditions. There will be no public bid/offer opening meeting on the solicitation due date. The Government reserves the right to award without discussions; therefore, the offeror shall submit the most favorable terms and technical information with their offer. All interested offeror's shall be registered in the Central Contractor Registration (CCR) database before submit their offer. Contractors are responsible for the accuracy of information added to CCR. Telephone number 787-816-1818 9.The Solicitation states that there is 5,000 usable sf, of that usable space, how many Offices are there? All offerors must provide their best offer in accordance with the information provided in the solicitation combines with the assessment done during the schedule site visit and based on commercial practices. 10.Of that usable space, how many Bathrooms are there? All offerors must provide their best offer based on commercial practices. 11.Rodent baits are required as part of the rodent control needed, what is the minimum and maximum amount of baits to be qouted? All offerors must provide their best offer based on commercial practices. 12.If there are rodents baits already at the location and all that is needed is the rat poison, how many baits are there? All offerors must provide their best offer based on commercial practices and information provided. 14. Groups as parasite pests, pests that require different approaches and different services. Services against lice, bedbugs, ticks and mosquitoes are not, and should not be, rendered on a monthly basis. It is on an as-needed basis. Fogging for mosquitoes is not the same as treatment of bedbugs. These are services performed according to degree of infestation, location and treatment method. For example: bedbugs. Are they infesting all mattresses, or just one; are they in the walls, etc.? Question was not clear, read carefully and all offerors must provide their best offer based on commercial practices. 15. Includes all stored product pests. Unless it is a large warehouse, it is always best to discard the infested product. Question was not clear. Therefore was not answered. 16. Control of pests birds - The best non-chemical way to control pests birds is the utilization of mechanical means such as netting, flex track (electric means) and other alternatives that vary according to the type of bird, location and infestation. Once installed, the problem should be solved. I doubt you want us to use Avitrol since it's a poison that could kill other birds and its usage is very restricted by EPA. This part of the solicitation was added by mistake. (14.11)Not related to this procurement. Please disregard this part of solicitation. These types of services are not monthly services and should not be included as such. They are what we would define as odd- jobs. Not related to this procurement.
