- PLEASE READ THIS AMENDMENT CAREFULLY AS IT INCLUDES SEVERAL CHANGES TO THIS COMBINED SYNOPSIS/SOLICITATION. The purpose of this amendment is to answer questions that have been submitted by various vendors. In addition, a couple of changes to the requirements have been made. Please see below for additional details. The BLM originally anticipated awarding a contract to only one vendor. Due to the large amount of material required, the BLM reserves the right to award contracts to no more than two vendors. This does not guarantee award will be made to two vendors, and it must be in the best interest of the government to do so. Additionally, if awarding two vendors, each vendor will be awarded half of the required material. Therefore, quotes can be submitted for half (6,321 tons) of the material required or the full amount (12,643 tons). Quotes for amounts other than half of or all of the required material will not be accepted.Meeting the three week delivery schedule is extremely important to the BLM. When submitting quotes to the BLM, please include a statement confirming your ability to meet this schedule. QUESTIONS: QUESTION: Many questions were raised about paragraph A under part three of the Statement of Work. Vendors didnt understand if they were simply delivering material to Fort Stanton, or involved in the application as well. ANSWER: Paragraph A under Part 3 of the statement of work is not applicable to this solicitation and is hereby deleted. The second paragraph, labeled Payment A remains part of this solicitation. In addition, it is reiterated that the unit of measurement for payment will be per Ton of crushed aggregate material. QUESTION: Will the stockpile require vendors to have equipment on-site to push the material and create a large pile? Or do they simply need to dump it (belly or rear dump) on-site for the BLM? If they are pushing it, is water available for their use for dust control and the like?ANSWER: The stockpile will not require vendors to have equipment on-site to push the material and create a large pile. They can simply dump it (belly or rear dump) on-site for us as this is the standard way it has been done in the past when we have had materials delivered. Vendors do not have to be concerned with dust control. QUESTION: Several vendors have asked for a more detailed description of the stockpile site. Do you have more descriptive directions to the site or perhaps GPS coordinates? Will there be one stockpile location, or multiple locations?ANSWER: The best description of the place that the materials will be stocked piled will be someplace by the existing Fort Stanton Horse Parking Lot on State Road 220, about 3 miles south of were State Road 220 turns off of US Highway 360. QUESTION: Several vendors are concerned about the delivery schedule. Is there a reason we need it in three weeks? Can this schedule be extended? ANSWER: There are a couple of reasons for the short time required. First, the funds must be spent prior to the end of this fiscal year (September 30). Also we need to be finished by end of September because hunting season starts in the Fort Stanton area in the last part of September and we want to be finished working on the road by the start of hunting season. The Fort Stanton area is very will used by the hunters and the noise of use working on the roads will make it harder for the hunters to find the game and the hunters will be a danger to our personnel and equipment. Because of these reasons, the delivery schedule cannot be extended. QUESTION: Payment will require receipts from certified scales. Do the scales need to have a printer hooked up directly to it, or will we accept hand written weights from certified scales? ANSWER: Payment will require printed receipts from certified scales. The BLM will not accept hand written weights from certified scales.
